The cities are almost devoid of people!

Seriously, there are more guards than people in most cities. Hell, in Markath I think I was forced to kill 3/4 of the civilian population in that useless forsworn quest.

The cities ARE big enough, the problem is population. In oblivion the cities were filled with people, but if you look at a city like windhelm then there's only 6 houses housing 12 or so people.. stupid

Honestly, Bethesda spent WAAAAAAY too much time on the dungeons. There are more bandits than regular inhabitants.. 140 dungeons is simply too much, 40 would be enough.

Someone on the forums the other day made a comment that made me chuckle, he said he feared dragon attacks greatly, because one person killed and that was half his town population gone.

Errr you serious 40 dungeons would be enough ... in a world this size? Omg....... I think you need to visit the towns and different times I see lots of things going on.

Are you serious mate? 40 well made dungeons is more than enough if in return we get huge cities with large populations, like those in morrowind and oblivion.

Besides, any more than 40 dungeons and it gets repetitive and unrealistic.

Overall, I think most towns do what they need to do, though I will admit that Solitude feels empty for its size. I think that they made it to where everyone has a house and everyone serves a purpose. There aren't many houses for people that just sit around and do nothing. Also, most people live in their shops, which cuts down the people traffic quite a bit as they never leave their building. I also like the small settlements, like Ivarstead, Rorikstead and Dragonbridge.

When i walk into a town i see a good bit of people 20 or so playing follow the [censored] leader. now that is just ridiculous why the hell is everyone walking in a freakin line

Not only do they need more people, they need more shelters. They don't even have to be enterable by the player. Just somewhere that you can look and say "I bet a guard lives there." As it is now, half of a town's population is guards. Where do these guards come from? Are they born and raised in the barracks, living there their entire lives? That's the only sensible conclusion since there are no other habitations they could all be using.

Windhelm, Winterhold, all those mini cities, riften to a small degree, morthal... Even solitude could use 2x more NPCs in the streets.

I haven't been in Falkreath yet.

bump? nobody feels like fixing this or making some npc adding mod? not like that improved cities mod-monstrosity for oblivion, but more like an elegant and discrete adding of huts, houses and NPCs...

I would really like more city crawling opportunities. Dark alleys. Good sections of a city and bad. Riften is the only one that is interesting with the Rat's Nest. But the only crime I see in that city is in the main marketplace.

A decent sized city with some mysterious houses to explore... some exploration possibilities... that's what I'd like to see. There are definitely more bandits and bears than people.

It strikes me as odd that the smallest settlements only have 2 houses.

And, because now we have even less customisation, they are able to put more NPC's on the screen, or so we were told.
Smallest settlement in Morrowind had about 8 houses, but thats progress for you.

Problem is that there isnt a true capital. Oblivion gave the impression of having more NPC mainly through having that one giant city.

I agree though, realistically speaking, things wouldn't work smoothly with so little people but I guess they didn't have the time to cram more content in.

There is a reason why Winterhold is as empty as it is. If there should be an exception to flourishing cities as the OP stated, Winterhold should be that exception.

I don't think the cities are big enough. Solitude at least should've been significantly bigger. Probably Windhelm as well.

Winterhold was obviously cut due to time constraints.
Thats why this whole 'falling into the sea' disaster was invented, and why you cant investigate it and why there arent any quests involved with that.
Its just glaringly obvious.
They didnt have time, cut it down to two houses and invented a reason.

Same as the cut city in Oblivion, near fort Sutch.

40 says you. Complain, complain. Either it's not enough or too much. Start a complaint forum. Make a better game yourself. Instead of sitting there behind your keyboard b*tching and moaning, show everyone what you can do, do something about it.
