I disagree.
Nothing is written in stone about this.
The only thing Skyrim Sheogorath gives are vague hints that could be interpreted as that he was in Cyrodiil at the time of the Oblivion crisis.
This could mean any number of things.
It could mean literally, but that doesnt make him the CoC, it could have been anyone who went through that portal.
It could also be less literal, one could say that the god of madness is present in any mortal, and more so undoubtably during those confusing times.
Its fine to speculate that the CoC mantled Sheogorath and undoubtably someone did, but there is no solid proof to claim it as a fact.
