My skse.ini is located in D:\SteamLibrary\SteamApps\common\Skyrim\Data\SKSE. I had to create SKSE folder manually to D:\SteamLibrary\SteamApps\common\Skyrim\Data.
Is everything in order? Skse.ini contains these lines:
[General]ClearInvalidRegistrations=1[Memory]DefaultHeapInitialAllocMB=768ScrapHeapSizeMB=256
