After getting the free mission from the Ranger's wife at McCarren, find the bodies and carry them to the near by NCR troopers standing guard up the road.

Drop the body and look at the face( if it's still there, sometimes its not.).

yup, same with the dead hoker in gamorah, actually on my first playthrough she was alive and when I tried to talk to her a message came up saying 'this hoker is dead'.
