[WIP] The Disgrace of Liberty

Summary
A visitor from far to the north has arrived in Rivet City by air, but he comes bearing tales of merciless invaders tearing apart the fragile communities of his home. "The Big Apple" he calls it, a vast island of towers which dwarf the toppled remains of Washington D.C. Venturing in search of help he has risked the security of his settlement, which has as of yet escaped the wrath of the well armed and worryingly efficient soldiers tearing the city apart as if in search of something. Rivet City can't afford to send help and the stranger has even more problems - his vertibird won't start and the only known replacement parts are out of his reach.
It is up to you to ensure he returns to the city alive, and once there save - or doom - his people.

Features (And progress)

  • Explore the many streets, ruins and underground tunnels of Manhattan Island, New York City (~20%)
  • New opposing factions and scattered loners (40%)
  • New armours and weapons, some with custom models (30%)
  • A new radio station, NY-NYC Emergency Broadcast System, originally intended to entertain and inform people in public bomb shelters, fully voiced DJ (90%)
  • New quest line, the people of Big Apple fighting back against Commonwealth forces. Or would you rather work against them? (20% - 1 and a half quests so far)
  • And some cultists who believe the wreckage of the Statue of Liberty to be a fallen god, struck down by the war that wiped out the world. For good measure. (10%)


Possibly fully voiced dialogue, but its a hell of a lot of dialogue so only if I can find more voice actors.

Other Stuff

Nothing in this mod replaces anything in the Capital Wasteland. The only possible points of conflict with other mods are if another mod opens up the Resource Wars exhibit in the Museum of History or places something on a certain spot on the deck of Rivet City. Everything else is in entirely new worldplaces and interiors. Textures and meshes are for new objects only.

I hope to have the mod done this year at least. Why am I posting this now if it could be forever? Working with nobody knowing is kind of disheartening.
This mod began as an attempt to recreate the city in a text based game but I abandoned the idea and picked up the area I'd completed as the beginnings of this mod after a brief attempt at a similar project for New Vegas was brought to a halt by the fact that that game has barely any 'city' stuff for obvious reasons. Also because I was the only person working on it under the 'instruction' of a particularly stereotypical 'ideas guy'. I didn't start this to be a pain and 'rival' similar projects and only yesterday did I think to check if there was another New York mod - there was, but there had been no news for quite some time.
I should mention I had good help from some people here and on the Something Awful forums with some misbehaving animations and models.
If something terrible happens and I have to abandon the project I'll be sure to release everything as a modders resource so somebody else can give it a shot with what I have.
I may release a 'demo' sort of thing some time soon, the first two quests and few areas. Which will likely be buggy and full of placeholders.

This mod, when finished, will lead me back to FO3.

Also...for the Ground Zero section, I think you should add buildings like the ones that are going up right now to replace the WTC. Try to find diagrams of what they are building so you can have some reference. And also don't forget the reflecting pools where the original WTC towers stood. And also, are you planning on adding the actual suway tunnels through Manhattan? KEEP AT IT! THIS IS GOING TO BE TOTALLY STUNNING!

As part of the main quest you should have an evil ending where you high-jack a Vertibird and fly it into the new WTC. :P

Sorry to 'disappoint' those who want Ground Zero. The Fallout timeline splits from reality in the late 1940s so the chances of 9/11 having happened are less than slim.
Not to mention, more importantly it's kind of insensitive. It would almost be as bad as having a Fallout mod set in the ruins of Hiroshima. Heck, remember that mod which got in the news recently because some fool thought it was real when an odd modder added some ruined cubes to the shore of the Potomac, took a screenshot and claimed it was Fallout: Fukishima?
I'd rather not be known as "The one who made ground zero in Fallout 3"

Not been a huge amount of progress, I've got exams on all through May.

I agree about the split with reality, but having the WTC actually be in the game, still standing, would be equally wrong. Not insensitive wrong, just strange wrong.

NYC must have been hit pretty hard by the war. In most Nuclear Apocalypse thinkings, the major population centers will be the hardest hit, second only to the seats of power. And honestly, how much more major of a population center is there than NYC? Remember, the bombs weren't lobbed to cripple infrastructure and the power base. They were meant to exterminate.

So althought I do love the idea of the mod, NYC should be one big smoking crater, still radioactive and populated by nobody but Ghouls. Hell, it should glow at night ;)

So yeah, I think the WTC should be toppled in this mod... just another smoking crater amongst many smoking craters. Just don't have any quests refering to it as Ground Zero, or anything like that. And certainly no quests to fly anything into anything. It's doubtful that after 200-some-odd years that anyone would even remember that building existed in the first place.

The real WTC was built in the 1970s anyway, it's almost certain there would be a World Trade Centre in New York City but chances are it wouldn't be recognisable at all. If I were to include it then it would be in that form.
And richardrocket, the insensitive part isn't including it so much as having it there purely for terrorist references and anything like having a part where you "high-jack a Vertibird and fly it into the new WTC."

Now can we not have this turn into an endless discussion about the World Trade Centre? I hadn't mentioned anything like it to do with the mod and apparently "Wannabe terrorists" is the first thing some people think of when they hear NYC mentioned.

I'm psyched that you've planning on making an area with more city, personally. I always found downtown to be a bit lacking. Only understandable, but even after projects like DC Interiors and the like, it still just doesn't make sense.

Promise me something. If a building looks like it has an interior, give it one. Otherwise make it clear and obvious that there is nothing inside it.

The sheer amount of buildings in DC which had apparently been condemned by a ghoul safety inspector and carefully boarded up was extremely silly in some areas. The plan is to keep them to a minimum, there are already three interior 'dungeons' which are completely incidental and somebody being forced to play the mod at gunpoint need never explore them. I can understand entirely why they had so many blocked buildings though, a lot of interiors is a lot of work.

How big is the city going to be? Maybe as big as an expansion?


In case I didn't mention it clearly anywhere, the city isn't one wide open area for several reasons. Some of which being it would be an absolute nightmare to reliably lay out and stop NPCs from the next street over from coming to join the party in a fight.
It's similar to the DC ruins, open exterior areas (Streets, parks, yards) connected by a network of underground tunnels (Subway, sewers, basemants, caves) and the size would be hard to say. Not as large as DC, not as tiny as Old Olney.
