You're going to get a lot of different answers. Basically:

Shivering Isles - yes, it's the only true expansion pack
Knights of the Nine - yes, a popular and lengthy questline
the rest - totally up to you, some people like it, others don't

You'll also want to check http://www.gamesas.com/index.php?/topic/1112181-is-the-dlc-worth-it/page__hl__dlc and the UESP description of the http://www.uesp.net/wiki/Oblivion:Official_Plug-ins. Some of the DLC just gives a few new things, while others provide new homes and some quests.

I agree completely with this with the exception that I would give mehrunes razor an honorable mention. It was a bit more worthwhile than the rest IMO.

As a result of that thread, I bought, well, everything but the Fighter's Stronghold (there's a lot of free castles on TesNexus that are so much better) and the horse armor. Obviously, SI and Knights of the Nine are worth the money. Frostcrag is cool (I'm assuming you're on a PC) because then you can install Frostrcrag Reborn. Mehrune's Razor is on my computer, but I've not played it yet.

I hope this helps.

OP stated pretty clearly that they were on Xbox. I agree with the Shivering Isles, KOTN being worth it. Everything else is kind of meh.

I like all of them save Horse Armor, Spell Tomes, and The Orrery.

Honestly there are better house mods available than the officials but since you're on the 360 you can't really go wrong.

Very true. Sorry I missed that.

Seriously, tho, if you have a computer that can handle it, maybe take the money you'd spend on the DLC and get Oblivion GOTY for the PC (about $20). That way, you get all kinds of cool mods that enhance your game and almost every one is FREE! Of course, you have to learn to use some tools, but believe me, overcoming the learning curve is so worth it.

If you're stuck with the Xbox, then buy what you can, since I guess these are the only mods you'll ever get.

I'v got all the DLC's and they add that little bit more to the game. The Mehrunes Razor quest is very fun :D. I would recommend https://orders.gamesas.com/dlc/ read about them and see which ones you like the sound of. Hope this helps.

I would argue that horse armor and the orrery quest are almost definitely not worth paying extra for. Vampires lair, Thieves den, Frostcraig, and Battlehorn castle are all pretty much just new houses designed for certain types of characters. I guess you can decide for yourself if they are worth it. Mehrunes is a fairly large new dungeon. Spell tomes adds a new way to learn spells. Compared to the size and scope of what Oblivion already contains I really don't think any of them are worth paying more money for, but I'm on the PC so I have the luxury of mods to expand my game.
