yes you can but need a special thing called the DOSbox which can be downloaded along with on the elderscroll website apart from that i cant help you.

Yes, plenty of users on VISTA are playing it (even 64-bit), and instructions are provided (linked from the download page, I'm pretty sure, OR follow the instructions at the UESPWiki, which is linked in the stickied threads atop this forum)
