*Colonel Autumn swishes his glass of scotch around in his glass, his eyes affixed on Burke as he listens to what has been occuring between Ganius and Burke.*

*Autumn's voice resonates in his high-aristocratic southern accent*

"Mr. Burke, I sincerely hope you are not seriously considering an attack on either Megaton or Rivet City. These towns both have agreements with the Enclave of the United States for their continued protection. Should war occur in either of these areas, it would disrupt the Enclave's trade and occupation interests and I have no doubt President Eden would readily authorize a military strike against Tenpenny Tower. That would not leave you in a good position Mr. Burke."

*Autumn lowers his glass to the table and folds his hands in front of him*

"While I have respect for what Tenpenny has done in the way of progress for the area around Tenpenny Tower, you have my assurances that I would not hesitate to bomb the place off the face of the earth should Tenpenny Tower obstruct the Enclave in its mission and objectives. You may have adequate forces for the protection of your tower against the wasteland, but what would you do with Enclave Hellfire Squads breaking down your doors?"

"Do the Tepenny security forces believe they can match Enclave Special Operations Sigma Squad man-for-man?"

*An Enclave Hellfire Trooper stationed at one of the doors glares at Burke through his ominously glowing dark yellow colored helmet lenses and shifts his plasma rifle in his hand*

Mr. Burke - Tenpenny Tower

Burke adjusts his glasses as well as his tone, taking another huff of his cigarette.

"Perhaps I was a bit out of line, but these accusations being thrown toward's Tenpenny are revolting. The people of the Wasteland seem to think of him as a conniving, unappreciative dictator when in truth, he simply wishes to unite the Capital Wasteland and bring peace and prosperity to all, not just the wealthy. I must prove these accusations wrong, Mr. Autumn, and stating that Tenpenny has suitable Military accommodations is quite helpful towards that goal,"

Burke glances at the Hellfire Troopers surrounding the room, choosing his choice of words and tone quite carefully once more.

"While I meant the Enclave no disrespect, I made no serious accusations of war. I simply made threats towards people who proved bothersome; The Enclave, of all people, I would expect to be on my side in this debate," After taking another huff, Mr. Burke sighs. He can clearly see that his bargaining power is diminishing.

"Now, while were still on the negotiating tables, Colonel, I would like to make a request; As stated, while Tenpenny's Mercenary army is quite impressive, we have neither the gear nor the training to properly expand our empire. If you would be so willing as to provide us with some basic schematics for PA, as well as Officers who could teach my CO's a thing or two about instituting fear and loyalty into our men, Mr. Tenpenny would be most appreciative, and would happily extend peace between Tenpenny Tower and the Enclave, as well as a large sum of caps for your generous contribution," He took a huff of his cigarette, "And if you have any technicians to spare, you will be gladly compensated,"


We can most certainly afford that. Do you know how much people are willing to pay for a small cup of water when living in a tent on the ruins of a ship? We're trying to keep business owners from exploiting people but with all of the increased prices taxes are increased aswell and we now have eleven times more money in our bank vault then ever before. We could afford to offer your mercenaries a raise but we'd rather work with people who aren't willing to send their soul to the devil.

Oh and, if you haven't noticed, we are expanding beyond the ship. We are making two blocks of the DC ruins a part of Rivet City with the help of the Enclave. Want to change that previous statement? When was the last time Tenpenny Tower expanded it's land or accomplished something great?

What do you mean 'legally binding' contract? There is no law in the wasteland, the only law is screw somebody over they can send somebody to screw you over but that's about it. And you'd be suprised to see where loyalties fall when somebody is waving a little extra cash then your current boss.

The reason I feel no fear over your threats at all is that you are all talk. All you do is go on and on about your 'superior armies' and their 'loyalties' to a guy with a pretty big wallet. Start telling them to do stuff like clearing out a few abandon buildings, see how much they like working for Tenpenny when they have to do actual work. And besides, your forces would quit before you finish marching them to Rivet City, you wouldn't even be able to get through DC.

War would cost us little but we could you everything so I suggest to stop rambling about your mercs and your single tower before you get yourself in a war.

Burke takes another huff of his cigarette. "Eleven times zero is still zero, Mr. Ganius," Burke chuckles at his own joke. "On a more serious note, while I'm sure your "vaults" are practically oozing with caps, I hardly think it can compare to the wealth Tenpenny has acquired.

And by legally binding, I mean any attempts to desert from Tenpenny's army results in immediate execution by a CO, or if you get far enough, hired Regulators. But no one has really gotten far enough..

If you believe I am all talk, then send some of your units to Tenpenny Tower and see how our empire has expanded. Those mercenaries sure can clear out buildings, considering both Robco-Facilities and the Warren Trainyard have been cleared out of all hostiles without a single casualty. I would count that as actual work, but if you prefer to be ignorant, so be it. I don't mind it. As for rambling about the might of his armies, who began our discussion with the notion "I will burn Tenpenny Tower to the ground and scatter the ashes, erasing it from existence,"

But you and the Colonel do make me reconsider my over-eagerness for war, as Marching through D.C. isn't one of the best ideas for either of our forces. As I made no declaration, I see no reason for withdrawal, but consider this a token of peace; for now.

And yes, I'm sure the Enclave are sure to be of much help to you clear out a couple blocks of land. So long as you remain useful, Mr Ganius. Don't forget that,"

And secondly, I just don't trust you Mr. Burke, or Mr. Tenpenny for that matter. I think you've demonstrated adequately that if you had any sort of real ability to threaten the Enclave with military force, we wouldn't be having this discussion right now.

Now with regards to the technicians. I can provide a scientist or two, however they will go with the express condition that they will be monitoring whatever the hell you and Tenpenny are doing there.

Mr. Burke lays back in his seat as the Colonel takes his position on the bargaining table. It becomes obvious that usual means will be of no use persuading the Enclave to aid Tenpenny, and it will take unconventional bargaining tools to even have a shot.

And seems I made it a bit too obvious that Tenpenny has a project going on that could very well make us a presumable threat and ally, especially against the Enclave. Can't have the Enclave monitoring the project, so no technicians from the Colonel either. The Institute would make very beneficial allies, however. Especially if they wish to remain independent and free of the Enclave's grasp.

As he contemplates his thoughts, Burke smiles at Autumn's attempts to establish dominance. He may have the cards at the moment, but its only a matter of time before someone pulls an ace out of their sleeve; its how the game is played.

"Words may be words, Mr. Autumn, but true trust is something no man should relinquish from himself easily. Outright not trusting me, however, is the first step towards hating me. And people who hate me.. Well, lets just say things don't go well for them," Burke takes a huff, exchanging uneasy glances with the Hellfire Troopers. "You have quite a set-up here, and I'm sure with the technology you have handy, some older model PA schematics wouldn't be much of a problem for you. Officers, I don't mind. I can find better ways to enlist loyalty in my troops. I'm also sure that some of the other Delegates attending the meeting, including the Brotherhood, who you so unkindly tried to exterminate by the way, would be very willing to exchange Power Armor to gain Mr. Tenpenny as an ally, as well as caps to fuel their rebuilding process, and perhaps even land,"

Mr. Burke lowers his cigarette from his mouth to match the Colonel's gaze.

"I get what I want, Colonel, one way or another. I'm not making threats, so don't misjudge my tone, but trust me when I say you would rather have me on your side in the future," Burke lowers his gaze and takes another huff. "And as for your Technicians, it seems since you openly declared them spies, I have no use for them at the moment, especially since you don't trust me. But Mr. Tenpenny gladly acknowledges your attempt at cooperation, and gives his gratitude," Burke states, smirking at the Colonel.

*Autumn takes a drink and ponders this proposition from Ashur. Certainly Ashur is correct with regards to the Enclave's cost in using Vertibirds constantly for the supply trips.*

An interesting concept Ashur, what would your plans be for providing adequate protection in a joint effort for the I-76 and I-270?

"I would propose establishing a chain of bases along I-70/I-76, then down I-270 to the edge of the Capital Wasteland. Could some one plot the route on the map, please?" Shortly a red line appeared on the map, connecting what was marked Pittsburgh on the map to Washington, DC. Ashur was handed a laser pointer which he used to mark points on the map. "We both control the ends of this route...I to a point about here, and I'm assuming you can project power to the northern border of Maryland. We establish a chain of bases, I'd say ten in number, at equal points along the route. They'll be connected by both radio and telegraph. They will hold at least a platoon but no more than a company of men. One or two of them will be larger and also have several Vertibirds assigned to them for patrol and as a reaction force. If you have some sort of recon drones that could be deployed along the road, that would save on manpower. Each base will have responsibility for roughly 20 miles of road. A unit capable of repairing bridges should also be assigned to do repair work when needed, they can be airlifted to where they are needed. The cost could be defrayed somewhat by charging a toll...which I recommend keeping as low as possible to encourage trade...and enlisting settlements along the route to participate in defending and maintaining it.

"The system we run with Erie and Ronto along I-90 is similar", Ashur continued, "But as we have no drones or aircraft we utilize more manpower and the occasional punitive expedition....like Ronto's conquest and annexation of Buffalo four years ago...to make it work."

Western Pennsylvania and Ohio are infested with Raider gangs that are far better armed and organized than those in the Capital Wasteland. Once they learned of the Scourge, they began to try to prey on our new settlement. To fight them, I used their own rules against them. I'd challenge thier leader to a duel...kill him or her...then recruit the rest. Slowly but surely, I began to build a force to be reckoned with...but there was a problem. I had plenty of fighters, but only a few people that could grasp the skills necessary to get the Mill restarted. And you've been there....Pittsburgh is a hellhole, to put it bluntly. No-one wants to live where you cannot have children lest they turn into monsters in their mother's arms. If relocating the Mill to a more livable city had been an option, I would have taken it. I needed workers or the city would die again...so I began buying them from the slave traders. Once the US Steel plant was back on line, I had the trade goods to buy all of them I needed. And once again I applied Raider rules to solve a problem. To give the workers hope, and co-opt the more aggressive ones, I created the Arena. Any worker can sign up. In the very place in that mill where I was left behind by the Brotherhood, they fight to regain thier freedom and the right to join my armies. It's not morally defensible, I freely admit, but it works. Over the years the new-bloods have helped civilize the Raiders to an extent. As the Pitt's power has grown, the Raider threat receded...it's been six years since a Raider gang has approached the City's walls in anger. Towns and tribes for miles around look to me now to protect them from the chaos out in the Wasteland. But to keep my Realm together, I have to participate in kidnapping people and making them work because the very existence of the State depends on it."

Ashur sighed and drained his glass.

"That", Ashur said, "is why I need the cure. Once a vaccine is available to make people living in the Pitt immune to TDC, I can free the workers and use positive means to retain them. It's not like there are all that many other places for them to go out in the Wasteland."

Very well Mr. Burke, and so it begins.

*Autumn turns to the representatives for Megaton and Rivet City*

Ambassadors, as you can see, Mr. Burke harbors only ill thoughts and unrequited ambitions. I cannot stress to you enough the care which must be taken in ensuring that he will pose no threat to any of us. The Enclave has provided each of your factions support in some way or another and we have asked little in return. I would simply request that you stand with the Enclave of the United States for the purposes of ensuring that Burke and Tenpenny remain unable to achieve whatever plans they have concocted. In return, the Enclave will protect the towns of Megaton and Rivet City with its full military might.

*Autumn stands*

Until Burke and Tenpenny agree to show in full what they are planning and not keep this "Project" secret any longer or skulk about in the dark, I suggest caution and suspicion should be our watchwords.

"I would propose establishing a chain of bases along I-70/I-76, then down I-270 to the edge of the Capital Wasteland. Could some one plot the route on the map, please?" Shortly a red line appeared on the map, connecting what was marked Pittsburgh on the map to Washington, DC. Ashur was handed a laser pointer which he used to mark points on the map. "We both control the ends of this route...I to a point about here, and I'm assuming you can project power to the northern border of Maryland. We establish a chain of bases, I'd say ten in number, at equal points along the route. They'll be connected by both radio and telegraph. They will hold at least a platoon but no more than a company of men. One or two of them will be larger and also have several Vertibirds assigned to them for patrol and as a reaction force. If you have some sort of recon drones that could be deployed along the road, that would save on manpower. Each base will have responsibility for roughly 20 miles of road. A unit capable of repairing bridges should also be assigned to do repair work when needed, they can be airlifted to where they are needed. The cost could be defrayed somewhat by charging a toll...which I recommend keeping as low as possible to encourage trade...and enlisting settlements along the route to participate in defending and maintaining it.

A well thought out plan Ashur, I would need to confer these plans with the President however, as this would require a significant percentage of military.......

OOC: Yes I agree, I jumped the gun a bit there. I'd recommend for the future perhaps keeping the thoughts of Burke a bit secret, otherwise it becomes hard not to react on what his intentions clearly are. :tongue: The convention is supposed to be something of a real-time event, not a narrative per-say. So having thought bubbles is a bit disorientating.

How about we consider the overtures Autumn made to the institute and Vault 101 non-existant. Just keep the dialogue and speech with Megaton and Rivet City? Although, the cats already out of the bag to a degree I suppose.

(Also I made a major edit to my last post, but with this in mind I'll probably edit it further. Part of it is directed at Burke though, and I think its going to get interesting.)

The Robobrain that Burke had instructed to bring him his whiskey so long ago finally arrived, and as the Colonel raised his glass, Burke raised his in return.

"Let it begin," Burke said, smirking and sipping his whiskey. He listened in to the Colonel's sad attempt at a speech to rile Burke's opposition, but so far, he didn't seem to believe they were impressed. Burke wasn't quite sure how the common man would appreciate Power-Armored Enclave soldiers marching around their homes, doing as they pleased.

"Gentlemen, I must advise you that what Mr. Autumn is trying to accomplish here is little more then political domination. Rivet City, Megaton and of course, Tenpenny Tower are the three powers that he fears could possibly stand against the Enclave if they united; Especially if we had the Technology of the Institute behind us. He tries to fill your heads with lies of my evil ways, yet he tries to strike me down when I question him? Perhaps Mr. Autumn isn't sharing with us the true meaning behind this meeting of minds," Burke takes a quick sip of whiskey and continues on.

"Now, while I may ambitious, I am certainly not Ill-willed. To prove my point, Tenpenny Tower will offer completely free sums of water through caravan transport, open trade for all men from our personal armaments supply so that you may arm yourselves, and a wealthy sum of caps to allow you all to expand in whatever ways you desire. All we ask in exchange is your devotion to form a circle of power within the Capital Wasteland, one in which the Enclave has no business in. I believe you underestimate the intelligence of the people of the good cities of Rivet City and Megaton, I'm sure they will not be taken in by your offers of water and money as they are quite industrious and intelligent people. Or do you not recall your express remarks regarding making war on Rivet City until the good Colonel stepped in to put you in your place? How much can that water purifier of yours handle Mr. Burke? I would estimate that it cannot produce much more than what is needed to supply your own population with fresh water. Project Purity on the other hand, is able to produce gallons upon gallons of clean, fresh, and completely pure water. Furthermore, Megaton is provided its water completely free already by agreement, and I believe a similar arrangement of free water could be given to Rivet City as well. We do not expressly need their food after all.

And what of your attempts to attract the Institute into your mad schemes? Have you not noticed the friendship that has already been offered to this magnificent organization and the closeness which has already existed between us? Furthermore, Megaton is provided its water completely free already by agreement, and I believe a similar arrangement of free water could be given to Rivet City as well. We do not expressly need their food after all.

You seem to believe that without your precious purifier, the Wastes is unable of distributing or creating their own water supply, and thus we need you. The truth of the matter is, the wastes seem to produce some of the most intelligent minds that mankind will ever know. Put enough of those minds together, and both Tenpenny Towers and Megaton can have viable clean filtrated water in amounts on par with the Jefferson Memorial.

My "Mad Schemes"? So, uniting the Capital Wasteland without the Enclave is apparently "Mad"? Well, I apologize for being "Mad" but I believe that all nations deserve Independence, free from your conniving little fingers. We do not need hand-outs, Mr. President, we need to build our wasteland on our own, without the Enclave butting in every few seconds to tell us what we can and can't do.

Sure, your offerings of Water seem peaceful now, but only because it is a resource you have an abundance of and can use to control those around you. Without the memorial, you would be nothing. The wastelands would experience a age of prosperity if we could freely distribute water among ourselves. But with you distributing it, I know for a fact that there will be strings attached gentlemen. Mark. My. Words.

And now you say I am all alone? Perhaps. However, as you may or may not have noticed, Mr. President, the delegates can represent themselves. I haven't heard them say which side they would rather support. Mr. Tenpenny does indeed have a project going on, but it does not threaten all, like I have made abundantly clear. It simply threatens you; Because you don't know what it is. And that is why you react the way you do, Mr. President. Out. Of. Fear.

I may have suggested war, but the suggestion was simply to see if your beloved Colonel would step in to save the day by insulting me. I wished for others to see the side of the Colonel with more.. How should I put it? Harshness, perhaps? Anger? Frustration? As you can see, people, if he can make bombing threats against me, he can do it to the rest of you too.
