If people saying it'll be some time is pessimistic, I'm curious what you'd call two major titles being finished in a year or two. Optimistic is an understatement.
ESO and Legends are made by completely separate developers, they'll have no impact on the project timeline for BGS. And Fallout 5 is definitely not coming before TESVI.
It's been hinted that Fallout 5 is already in development, by one of the FO4 voice actors.

There is no exaggerating this time compared to the Public Relations (PR) talk that Pete Hines and Todd Howard said before The Elder Scrolls V: Skyrim was announced and before Fallout 4 was announced.
This time Pete Hines said that The Elder Scrolls VI is not even in the works yet.
I remember before Fallout 4 was announced on June 3rd, 2015 Todd Howard said Fallout 4 is a long ways off like 2 months before the June 3rd, 2015 announcment.
This time this is completley different.
They want to go all in and adopt the newest technologies available now.
MicroSoft is going to be releasing the Xbox Scorpion on Holidays 2017 for sale and it offers true native 4K graphics no upscaled 4K graphics at all and the Xbox Scorpio has 8 cores just like the Xbox One, but it has 6TFlops of GPU compute power compared to the 1.2TFlops or whatever GPU compute power the Xbox One has right now.

I already knew Fallout 4 would be released for sale in 2015 way back in 2012.
So basically Bethesda is giving TES fans the middle finger while laughing. What a disgrace this has become. There is ZERO excuse or reason to take the TES team and give them other games to make knowing that it will just delay TES VI to who the hell knows when.

No, not in the least. As a fan of TES since Daggerfall and a member of these forums since the announcement of Morrowind I'm an extremely huge TES fan and to be treated like this by Bethesda is unacceptable by any means.
The way Todd answers the question at 4:53 in the video, makes me believe TES VI release maybe is not that far away as its supposed to be.

I was hoping that TEVI might be released when Project Scorpion is released but it seems now like TES VI is a good 10 years away and that is just completly unacceptable in my opinion.
Except, you know, treating your employees as human beings who have creative input on decisions, instead of a corporate slave labour force that exists just to feed half-baked content to the ever hungry 'fans' so they'll keep shovelling money into the furnaces.
The fact that Bethesda doesn't lord over the team and demand the make X or Y game, and lets them drift around and do what they want should be applauded.
By confirming that TES VI is a thing, Todd Howard slowed down the hype train before it even really picked up speed. That's why he and Bethesda revealed it at this point.
Fallout 4 was over-hyped to a point where almost everyone was disappointed when it came out. It showed in the reviews and ratings. They won't let that happen again. No endless pleasant anticipation from the community (and way beyond) about their next big game anymore. The "secret" is out in the open. TES VI is a thing.
Now, of course, Bethesda and Todd Howard are still all about "BOOM! Surprise, here it is!", so now that TES VI is out in the open they have to "throw off" the fans somehow. Doing so by claiming that even though TES VI is a thing, it will be a looong time before it comes out. So looong, they don't even have the technology yet and two other big projects come first. Nah, I guess that's a diversion, so it STILL will be a "BOOM! Surprise, here it is!" when it comes out, even though everyone knows it exists now.
I say it comes out at the end of NEXT year: 2017. And they will reveal it at the earliest during The Game Awards THIS year, 2016, and at the latest during E3 next year. And along with it comes a smaller TES themed game (besides Legends).
A new Fallout spin-off like New Vegas could still be a thing (I doubt it, though). Has nothing to do with Bethesda Game Studios. Remember New Vegas came out in October 2010, and ONE MONTH later, in November, they revealed Skyrim! A new spin-off and a new Elder Scrolls game can overlap.
Except for Pete Hines who said a little while later that The Elder Scrolls VI is not NOT in the works at all yet.
They can move employees around and keep ONE dev team on TES and ONE dev team on Fallout and have other dev teams do other projects. By giving ONE dev team multiple games, including 2 of the biggest franchise out there, TES and Fallout, just makes it so we have 15 years between releases of new games in their core franchise of games and THAT is extremely unacceptable.
They only HAVE one dev team. The Montreal Studio barely even has the lights on yet, an the team they do have is a half the size of the industry standard. They don't have the people to move around like that.
And even if they DID, you're missing the point. They don't tell the team what to do. Todd Howard and his team are given an almost unprecedented amount of leeway in terms of what they do. Only Valve really compares, and they haven't launched a game in 5 years. Neither Bethesda nor Zenimax TELL BGS to make 'This Game' or 'That Game'. They allow BGS to make the game they WANT to.
Like Lachdonin said, they don't want to treat their employees like slaves.
Todd Howard many times since 2014's Gamescom interview said he wants to do something new and fresh and not new and fresh as in how they start each new The Elder Scrolls video games new and fresh.
This is a new and fresh to let his creative thoughts flourish. That Gamescom 2014 video interview looking at his eyes he looked really tired and burnt out from working on developing The Elder Scrolls video games for 20 years.
He needs to expand his creative freedom anyways hes a human being and Pete Hines himself even said he can do whatever the hell he wants to now.

Despite me not liking The Elder Scrolls V: Skyrim because of features that they removed. Bethesda Game Studios is a video game development company that cares about their video games and they care about the video games that they develop.
People should stop asking Bethesda Game Studios to develop a brand new The Elder Scrolls video game to release for sale every 3 years or 4 years.
Let them develop a brand new Intellectual Property (IP) of a video game for once.
Bethesda started working on Fallout 4 directly after Fallout 3 came out, in 2008! Long before even Skyrim was out. All according to Todd Howard himself! That means they started working on TES VI in 2011, directly after Skyrim came out.
