So basically, if we set aside whole mods-for-consoles thing, Skyrim SE is a better graphics mod? A prettier Skyrim?
There's no gameplay changes or new content, or I haven't read it good?

Pretty much, although many peoples' (including myself) hope is that with the new 64bit DirectX11 engine it will run better and more stable with many mods installed (no memory limit any more, for example).
Yes, the new 64 bit/dx11 engine is what has me interested in SSE. Modders are almost done making a new engine for Morrowind, but I wish we could get one for Oblivion too.
The OpenMW team will be moving on to make a Open Source version of The Elder Scrolls IV: Oblivion.
In like 2011 or 2012 I asked Mr. sixy or Mr. OpenMW about it in a Private Message (PM) if it will ever happen and he told me yes they will do it once OpenMW is complete and after they make a few mods of their own for OpenMW.
You can ask them I guess if you want on openmw.org. See what answers they will give you now.
I personally am very excited to see a Open Source The Elder Scrolls IV: Oblivion.
So basically its almost the exact same specs as Fallout 4 just as I predicted with significantly lower CPU requirements.
I wonder if Bethesda got better at coding with this generation of the Creation Engine nearly a year after Fallout 4's release since Fo4's recommended CPU requirements were pretty much the best in class of desktop CPUs from both Nvidia and AMD whereas the I5 2400 and FX 8320 are barely mid-tier nowadays. Vanilla Fo4 alone was also required 30+ GB of space while SSE is not even half of that. Hell wasn't Skyrim Legendary with official HD DLC around the same size too?
Here is hoping the lowered specs don't mean much and the game is at least graphically on par if not better than Fallout 4.
13326 MB in size on my PC. remaster size pretty much says they haven't done anything special with game assets other than visual overhaul and dx11 and to be quite honest GPU requirements are too high for a remaster of older game. fallout 4 looks way better in quality than what we have seen in screens and trailer for remaster.
I agree. Textures, meshes, and the game world itself are probably mostly unchanged from the original version with the High-Res DLC. But apparently, the improved lighting, shaders, and effects are enough to increase the requirements that much.
Yesterday night I downloaded Gears of War ultimate edition for pc. It is a mere reskin with HD textures and probably better cutscenes if compared to the original. Everything else is quite the same. Awkwardly stupid AI, clunky gameplay mechanics. (BTW my brand new pc is already dead). I'd give it a 5.0 out of 10 rate, because gameplay hasn't changed a damn bit. It's like putting a shiny new car body on a 20 years old car. Awkward to say the least. If Skyrim SE is going that way I foresee a lot of bad comments incoming when it will come out!
