Are they evil or are they just willing to do cruel things for the greater good?

yes please, direct your attention there. Its been ongoing for awhile now.

Most people in Fallout are doing cruel deeds for the greater good.

There goal is not completely bad. They want to rebuild the world but the way they are doing it is completely wrong. So what if your going to have to live with Ghouls, or deathclaws? Whats happened is the past & we should accept that.

In Fallout 2 they were going to kill everyone on Earth to make sure mutates are gone and fully human Americans with hardline right-wing values were the only people on Earth.
In Fallout 3 they were going to poison the water supply of DC for no reason other than being jerks. I'm pretty sure they're the closest thing to "Evil" in the Fallout Universe, even if they truly believe their goals are what's best.

Nope, Enclave aren t the most evil thing in the FalloutVerse (not even jerks, that was the BOS)

Autumn wants to use the Purifier, un-posioned, to control the Capital Wasteland, Eden is channeling the goals of the former President dike Richardson, who he seemed to admire.

They ain't completely evil but they sure ain't good.

I might sound hypocritical for saying this considering I have full support of Legion but... I don't see how Enclave is good at all.
I mean, from what I've heard Autumn didn't want every mutant to die (including wastelanders.) but the others? They're all evil.
They believe in wanting to rid the world of everything remotely mutant, even wastelanders.
I can see that with everyone of them gone then there will be no more wars, no more raiders, no more anarchy, all that will be left are control vaults and Enclave, and under their order they can rebuild humanity without any kind of interference.
But it's too high of a price to pay.
Not "everyone" needs to die.
The ends justify the means, I believe that, but Enclave's means are too brutal, even Legion would agree on that.
So are the good or bad?
They have good hearts... Kinda.
And want to do what is best for humanity.
But killing everyone off the face of the planet... Again!... Is not the right way.
I'm not an Enclave fan so I'm sure I'm off somewhere and someone can feel free to correct me and inform me of other things but from playing the games this is the opinion I've picked up on them.
So they want to do something good, but the price of it is too bad, too evil, too brutal and too inhumane.
So in the end, they're evil IMO.

Raiders just want food and money, their goals don't involve massive slaughter. That's a side effect.

Except in Fallout 3, but I think the people in Fallout 3's towns deserved it =)

I think the enclave wanting to do the best for humanity isnt what the enclave are doing, they are doing the best for the enclave.

Then consider themselves the only humanity left.

Yup. After all, everyone is the hero of their own story - not the villain. No matter how vile, despicable or wicked you are, you are the hero aligned against what you perceive is bad. No matter if you're called The Master, President Richardson, Elder Lyons or The Name that Will Godwin This Thread.

As I said before, the Enclave are the closest thing to evil, but NOBODY in the Fallout Universe is completely evil..(.except Mr. Burke...wtf?) but even he probably had some sort of mental disorder that made him think killing thousands of people for no reason was a good idea. While at times it may seem like Black and White Morality, it's really Grey and Gray. Enclave think they're doing what's best for the world, the Legion think they're doing what's best, the NCR, Mr. House, the Unity, and even raiders think they're doing what's best for themselves or for civilization. Nobody honestly thinks they're evil and only do evil things for the lulz.

Just a theory of mine.

Enclave are Good because they gave us Fallout....

Enclave were a shadow organization made up of members of the United States Military, Governmnet and Private Business.

Clearly they have plans to rebuild America (world) in their image. Built or changed most of the Vaults as part of a larger social experiment.

America/world leading up to the great war was falling apart. Enclave saw that as their chance to gain power and fulfill their grand ambitions.

Enclave saw nuclear armageddon as the means to fufill their plans. War with China was something they wanted. Maybe some Generals stationed in Alaska looked the other way while China invaded. Enclave were hoping the War would grow to nuclear war. The president at the time decided not to go nuclear. As the war continued China finally ran out of oil/gas and America finally developed practical power armour. America invaded China all the way to the Yangtze River, cutting swaths through China's army (Fact). With other technology improving in America ie cold fusion/solar power and so on.

Things were looking good for America, kicking butt in china, annexed Canada and new tech was to make their social problem/fuel problems history. Enclave were losing control, their window of opportunity to take contol was rapidly closing. So Enclave in key spots of power launched the nukes.

Just a theory.
