None of Skyrim's magic can match the Missile Launcher or Fat Man.
Limted ammo would eventually become a problem though
Most things would be demolished before you run out of ammo, plus, Junk Launcher.
If I could kill Alduin armed with an Iron Sword & wearing Fur Armor, it'd be godmode in T60 with a 5.56 Assault Rifle.
My money is on the Sole Survivor, think of it this way the Sole Survivor comes from a world destroyed by nuclear bombs where everything is irradiated and civilization exists in pockets. While the Dragonborn only has to worry about Dragons and Giants. Sure Dragonborns and Sole Survivors may vary according to their playstyle and gear but even the weakest Sole Survivor would adapt better to Skyrim then the Dragonborn would to Boston.
Point one, environment. This goes to Skyrim. It is not irradiated, it wouldn't take much to adapt to their tech and surpass it with your skills. While Ammo, and Fusion Cores would be limited to what you have the Survivor has a range of melee and unarmed weapon experience. The Dragonborn would on the other hand need to navigate this new world, learn it's tech figure out how firearms work that robots aren't all evil. That hacking is a thing, Super Mutant Suiciders are dangerous and Assaultrons and Deathclaws are no joke.
Point two weapons. While the Dragonborn wouldn't need ammo, he still has a disadvantage in weapon range. Besides magic and archery which may or may not exist in the Commonwealth as bows are not a thing and magic is iffy, a large selection of his possible gear is melee based. True shouts could be effective but whether or not they exist is another matter. The Survivor has a better chance of finding gear to suit his needs.
Point three, Civilization. Boston has two Cities, Diamond City and Goodneighbor. And tiny settlements in between. Skyrim has what six seven cities? Been a long while since I played but between the farms, towns and cities the Survivor has Civilization at every corner. Sure there are Dragons and Vampires but they've faced worse.
The Sole Survivor would be a king in Skyrim's world. With high-technology, knowledge and weapons that anyone knows how it works, he would do whatever he liked.
The Skyrim character would starve, and he is probably low resistant to radiation. Don't know anything that is happening around him and soon will discover that shouting or using a bow and some arrows would be useless. Doesn't even know how to handle a fire weapon.
I think that the Dragonborn would spend several days trying to figure out what is a light bulb.
By the way, talking about Skyrim... do you guys know if there will be a PS4/Xbox One edition?
They would both thrive. Lol dragonborn literally becomes a demi god im sure someone who can take an immortal dragons flames of death would do just swell in boston, unless their stripped of their power.

Are you sure the Dragonborn wouldn't drop dead or turn into a ghoul with no prior exposure and wouldn't know why his body burning for no reason, all the food and drinks he tries to eat would kill him and he wouldn't even know why.
Dragonborn has CHIM, he can do whatever he wants.
Skyrim char shoves giants toes and antlers down his throat, as well as the blood of his enemies. He can handle it.

If the Dragonborn could ally up with the BoS and get up to the Prydwen then he would at least have a supply of Nirnroot!
Well an Khajiit will get some stares probably some bullets too, anything unknown is dangerous.
The SS will have an easier time as he know about fantasy worlds, yes he don't know everything and might easy mess up, but the dragonborn has an far stepper learning curve. An pistol don't look dangerous if you don't know that it is.
F4 has flamers that do extra freezing damage, and walking sticks that do extra damage at night.
That's just perfectly ordinary magic. I'm sure the LDB will have no trouble working it all out.

Princess Cathy in Skyrim:
-She would not like the fact that there are no toilets.
+She would love breathing the fresh air.
+She could eat non-irradiated food for a change.
-She would freeze too easily.
-Everything she says and does, doesn't matter for the followers.
-Assassins guild.
-Thieves guild.
Tally: -3
Lauren Sanders in Fallout 4:
+She would love the availability of toilets when building her own settlements.
-Less fresh air.
-She would have to eat irradiated food.
+She wouldn't need to feel the cold.
-She's likely to alienate all of the available followers, except Strong. This means no romance for her.
-No assassins guild.
-No thieves guild.
