The Fallen Civilization

So it seems the past repeats itself, the Bear and the Bull came to clash once more at the Second Battle of the Hoover Dam
Each had made new friends in the wasteland since first they clashed
Raider clans, heavily armored paladins, mutants, ghouls, and the remains of the old guard government.
All took their sides and met on the field of battle
This time they faced one more faction, only so recently born upon this cracked Earth. The Courier marched on the Hoover Dam, supported by Yes Man and his assemblage of robotic allies.

In its aftermath neither the Bull nor the Bear expected the Courier's armada of Securitrons. With Yes Man's help the Courier had taken control of New Vegas and left a wounded NCR in a state of Civil War and the Bull would never recover from the loss of their great leader, Caesar.

Remnants of Enclave Personnel took both of these as an opportunity to rise again. They unified in NCR Territory and began a long war that ended in defeat once again for the Enclave, however it weakened the NCR's military significantly and they are still rebuilding.


Cities and States both near and far have been effected by the Courier's actions.
Small Factions try to control areas uninhabited by the Great Powers, even Houston Texas, previously the 4th Largest City in America has fallen prey to these people, but they are willing to negotiate with one an other, in fact one group has called a meeting in the Grey Hawk Mercenaries's HQ.
Whether or not this will cause more bloodshed is up to fate.

In-Depth History: Connor Alaskar was born in Houston Texas, his mother was an Enclave Major and his father was an Enclave Lieutenant, they raised him on the base. The Enclave group in Houston were ordered to Chicago, IL for reasons unknown to this day. After their arrival they were killed by a defective soldier, after their deaths he wanted nothing to do with the Enclave, as this had proven to him that no man was incorruptable. He follows that mindset to this very day and uses it as an excuse to avoid mercy.

Personality: He is heavily conflicted, though he ran away from his past as a hunter of robots, he still has bouts of anger and cruelty, though he normally very calm and kind. He is deeply religious, after being "born again" after a religious experience as he wandered the wasteland.

Backstory: He was a Retirerer, or a killer of runaway robots, for the Institute in Massachusetts. He ran away, and after long travels, found himself in Houston. His backstory is rather mysterious, and he does not reveal who he really is to many people.

Ray "The Devil" Hagan- Old RPG's Are Good

Appearance: Not a hair in his head, Ray hides his hideous face behind a halloween mask, picturing a grimacing devil. Otherwise Ray is like any other ghoul, and 1,76 meters tall.

Morality: Neutral evil

Personality: Ray's a cruel man, he lost his sympathy towards every living creature in the years following the Great War and after his exile from Necropolis. Ray has seen the world burn once, and doesn't desire to see it burn again, unless he credits from it. He also suffers from slight madness, seeing his old nemesis, Set, behind every scheme. Ray also has a fascination of sorts to halloween horrors, as he likes to do horror stories he has heard or read. Devils and demons who take peoples skin especially interest him.

Combat skills: Handles a Wattz 1000 laser pistol perfectly, but not other energy weapons. Ray also uses a Ripper, but only with moderate skill. These are the only weapons he's ever used, and he cannot adapt to any other fighting style than his laser pistol in the left hand and a ripper in the right.

Non-Combat skills: Can give a speech better than most, also knows how to survive in the wastes. He also received some education within his vault and worked for Vault-Tec, so he knows some science.

History:

Ray Hagan was a Vault-Tec employee before the Great War and took shelter from the nuclear destruction within Vault 12. He was the overseer of that vault in the age of 41, but it did not matter much, since the vault couldn't be sealed properly, so radiation leaked in, making ghouls out of the residents. When the vault dwellers left their vault, Ray was overthrown from power by Set, who became leader of the rising community of Necropolis.

Ray fled north, and in his years out in the wastes, he learned how to survive of the land. His growing self disgust of being a ghoul, as he was quite a looker in his better days, was eased as he found a halloween mask carrying the likeness of a grimacing devil in the ruins of Los Angeles where he had wandered in his exile. There he also encountered the most cruel gang in all of L.A., the Rippers. Ray joined them and received the signature weapon of the gang, a ripper. Hagan started to use his laser pistol in unison with the ripper, perfecting his fighting style over the years. Ray was with the gang all the way to it's doom, as a horde of deathclaws arrived into the Rippers turf, driving them away and killing some.

After abandoning the Rippers, Ray wandered along the highway 10, where he met up with a slaver caravan. Ray did not mind their immoral agenda and joined them, for they were heading the same way as he. In Phoenix they encountered various tribals, who they enslaved. When the slaver caravan decided to head to California, despite Ray's objections, and that angered Ray. He murdered some of the slavers while they slept and had a fight with the reast that almost costed him his life. In the end, Ray had prevailed and only two slavers remained.

Ray sawed off their faces, or noses and skin on their face to be precise, and tended to their wounds so that they lived the horrid torture. He kept them around long enough time for recovery from the wounds. During that time Ray made a hobby for himself out of hunting slaves he freed one by one. Once he caught them, he skinned them as well as he could with his ripper which he had received in L.A. The skins he tailored together to form a few macabre pieces of clothing and gave them to the slavers to take with them and told them to spread the word about the Devil who roamed the wastes.

Soon Ray became bored with his hunting and continued along highway 10, seeing many communities rise from the ashes of humanity. He did not stay in one place for long, usually only long enough to learn how things were done in that settlement and how they became succesful, and eventually reached San Antonio, as an old and experienced ghoul. When he encountered the Redskins, Ray thought that he could settle down for sometime, relax for once. But the leader of the Redskins infuriated him with his comments and slights, and Ray murdered him in the night. The group punished him by sending him to a ruin filled with radiation, which did not bother Ray. When emerged from the ruin, he gained the obediance of the Redskins and the event filled his head with old memories of a powerful position and with dreams of a grand nation.

Ray lead the group out of San Antonio, giving them a new purpose. The reached Tiki island in the outskirts of Houston, and Ray decided to form his realm here and to be immortalised in history. Ray allowed some wastelanders to enter his domain, taking them as labour force who bought safety with food and other commodities.

Alexander Julius Winter - Magus The Red

In-Depth History: Born and then thrust into the Sentinel system, his mother was the last woman of the sentinels to be inducted and died after childbirth, thus beginning the current system of Induction, trained under the wing of Corporal Tyler Jenkins as a Cadet, he was formally inducted at the age of 16 and made a private, he fought his way through various skirmishes to become the captain, first leading them to "Fort Sentinel" as it is now known and establishing the HQ there, and from then on ensuring the upkeep of the sentinels.

Government: Corporate-Authoritarianism

There are 2 social structures. Citizens are part of Haven and showed that they are willing to work for the corporate, which have the right to vote for a new CEO of Haven, and pay much lesser tax and have rights. Civilians are not part of Haven but can still live in their territory, but have to pay higher taxes to the Corporate and do not have rights. If a Citizen can no longer pay his taxes, they enter into indentured slavery and another person can use them as a servant depending on the number of years. Civilians that cannot pay taxes are immediately also put in Indentured slavery though have higher years of indentured slavery.

Small businesses like shops or diners are allowed to keep their autonomy but are required to pay tax to Haven.

The Baytown Police Department or B.P.D keeps order in Haven’s area. Though, when it involves monetary business, Judges enter in to solve the economic problems between 2 people.

The 2 bridges that lead to Baytown are protected by guards. People entering in and out, must pay. If one does not have money to enter, they are blocked from entering

Area it occupies: Baytown, Texas

History: Around a few years before events of New Vegas, 2 former Desert Rangers retreated into Texas. Jason Denton, a Merc hired by the Desert Rangers as they slowly died out, and William Krios, a Desert Ranger Engineer, during the last few years in them. During their escape into Texas, they came across another group of 50 Desert Rangers who were also escaping into Texas and both joined up. Around a Campfire in West Texas, Denton proposed an idea of them turning into a “Haven Mercenaries” to earn money, and to settle them in. At first, they had a makeshift base in a small cave, but got several jobs to eliminate raiders, or assassinate a target for a fee. Most Desert Rangers liked the idea but most did not take up “assassination jobs” except for one Ranger, Claire Dawkins. After gaining money, they settled into Baytown Texas, which was perfect for their new group, and Denton’s secret plan.

When they settled in Baytown, Denton saw several small trading companies here and independent traders. Using Haven’s money, he bought them out, in a classical corporate move and integrated them into “Haven Mercenaries”. On a cloudy day on Saturday, Denton announced the founding of Haven Corporation.

Soon, Haven started to accept the people of Baytown into the Haven Corporate. Denton structured Haven under a Corporate-Authoritarianism. William Krios was officially dubbed as Haven’s Military Commander. Dawkins created a sub-group of Haven called “Raven Sword” which would be its primary intelligence agency and hired Evelyn Batton, a local researcher to be Haven Corp head of research.

During its first few months, Haven took control of the Fred Hartman Bridge which connected Baytown to the Lower San Jacinto Bay. A month later, they eliminated a raider group settled in the old Poseidon Gas Refinery near Mitchell Bay. They turned it into a fabrication facility for Haven Corporation from weapons, to commercial goods. Around 2280, they took control of the East Freeway I-10 which connected Baytown to Outer Houston.

After the defeat of the events of Vegas, Haven remained stable and neutral, though in secret, Denton has plans. Plans for a world under the Corporate, one under the Corporate, where it will be the one to rule all of Earth and advance Humanity to greater heights.

In-Depth History: J.C Denton was born in the state of Arizona. His father ran a Caravan with his mother and a few other employees. This is where J.C started to learn about business transactions, watching his father make deals with towns and other Caravans. His life was mainly normal

Around 18, he took up the Merc trade. His parents died in a crossfire between two other rival caravans. He took up the Merc business, guarding Caravans and towns.

But as soon as the Legion continued Westward, he kept heading West and encountered the Desert Rangers who were dire for any help. J.C joined up with the DR, as the DR were inducting tribals and Mercs. That is were he met William and Claire.

J.C served 2 years in the DR before there uneventual assimilation to NCR. J.C and William went East for Texas and met up with some other DR Rangers and formed Haven.

Remembering the principles of business his father taught him, allowed him to be a well craft business man. He believes that Earth will be ruled nit by goverment but by Corporation where Haven will stand tall and mighty, as they rebuild Humanity under a new order. A Corporate Order.

25 fanatical gang war veterans referred to as the Dragons, who wear Reinforced Combat Armor and carry Hunting Shotguns, .45 Auto SMGs and Light Machine Guns. All must have gang tatoos and have been formally inducted into the gang as well as sworn allegiance to Wei Chang.

100 gang soldiers of varying experience named the Tigers handle day to day business (Drug production and trafficing, Extortion, Murder-for-Hire and Enforcing gang law.), as well as being the primary combat force for the Gang. They use the same weapons as the Dragons but use standard issue combat armor. All must have gang tatoos and have been formally inducted into the gang.

100 young "Snakes" who handle small buisness and defend the Gang's territory. They are not equipped with firearms or any weapons for that matter in order to focus on the martial arts training they are given. However in times of emergency they are armed with sniper rifles, grenade rifles and frag grenades to support their older comrades and to defend the stronghold of Aldine. It is also their duty to man the six 81mm mortars that make up the artillery strength of the gang.

History (A In-Depth description of your faction's history including why it was created) Originally hailing from L.A the Chuen Li Pang were the decendants from a pre-war chinese gang. The majority of them fled to Arizona to escape the laws imposed by the NCR that would force them to go underground again. Once in Arizona the gang was forced to evacuate farther east to escape the Legion, finally finding a permanent home in Aldine, a suburb of Houston.

Personality: Wei is obsessed with revenge and keeping his place at the top of the gang. He is always interested in expanding buisness but is deeply suspicious of buiness partners.

Non-Combat Skills: Keeps his gang operating as efficently as possible. Knows how to make drugs speciallized in by the gang.

Weapons: A .45 cal SMG, a pair of 10mm SMGs, a gold Desert Eagle and a Katana.

Armor: Has a set of Desert Ranger Armor captured on his flight from California but usually wears a black t-shirt and battered jeans so he can use his karate to greatest effect.

Allegiance: Chuen Li Pang

In-Depth History: Wei Chang always knew he was going to lead the Chuen Li Pang, like his father and grandfather. However he had no idea the enormous trials the gang would be put thruogh during his leadership. When Wei was fifteen the gang left L.A to escape the NCR. Unfortunately his father was killed by Legion troops during the trek across Arizona and New Mexico. Wei took charge and took the gang to Houston, where they made a nearly impregnable stronghold in Aldine. Wei is much tougher than most from his less than idyllic upbringing.

The Riflemen are as they suggest Rifle Wielding Men, trained to be as accurate as is humanely possible, famed for their Discipline and Reliability, they can keep their cool under fire, often cracking jokes in a tense situation.
40 Transport Personnel- They drive Fusion Powered M35 2 and a half ton cargo truck (Transport only) 20 trucks carrying 10 men in each.(2 men to drive and repair) the personnel drive and fix the trucks.
10 Recruiters/medics-the recruiters as the name suggest recruit, but not in the normal way, they find orphans, those children branded outcastss and induct them into the Sentinels, training them, sometimes families give away newborns in exchange for help such as moving out of a hellhole, they also dabble as medics, tent doctors, all soldiers are medic trained and carry a first aid kit, but these are the true doctors, they also have around 10 auto-docs.
There are cadets however they don't fight, each cadet is trained by a sentinel until they become 16 and are given the title of Private.

History: In 2077 A Group of Commonwealth soldiers and families were disembarking a plane and were boarding their trucks to be transported to a nearby army base so as to participate in a training exercise and join the army as an unspecified regiment, what actually happened was that the great war started, taking shelter in one of the nearby hangars the soldiers waited it out and emerged onto a deserted airport almost all staff and civillians had fled wanting to return back to their families, The Captain at the Time, Captain Charles Cromwell quickly ordered his men to secure the perimeter, setting up their positions and gathering up all usuable supplies, after securing what they could they closed the borders, turning the area into a training base, a small force emerged the Sentinels, all trained and ready to go they set out to help, a force of 100 soldiers now and 50 support personnel, they would stop, in exchange for supplies, move people or cleanse an area, they acknowledge the title of mercenary, however but will not take assasination contracts or hate-based, unless decided so, the current captain is Alexander Winter. a charismatic battle-hardened leader, winter is an original, one descended from those who first formed the sentinels, he found the Convention Centre and called it "Fort Sentinel" and from there they have based themselves.

In-Depth History: Born and then thrust into the Sentinel system, his mother was the last woman of the sentinels to be inducted and died after childbirth, thus beginning the current system of Induction, trained under the wing of Corporal Tyler Jenkins as a Cadet, he was formally inducted at the age of 16 and made a private, he fought his way through various skirmishes to become the captain, first leading them to "Fort Sentinel" as it is now known and establishing the HQ there, and from then on ensuring the upkeep of the sentinels.

I will post an updated faction/character sheet after work today, EDIT im going to completly redo my faction and character, but keep the same territory and color.

Faction Name: Red skins
Goverment: Dictatorship, the leaders word is final but there's still heavy reliance on high officials opinions.
Leader: Ray "the Devil" Hagan, advisor/shaman: Open for someone, "general"/warchief: open for someone
Military:
The Demons: 25 men, Ray's personal guard, skin/equipment painted red, armed with AK-112's, tomahawks and .223 pistols and clad in reinforced metal armor.
The Imps(2 squads): 5 men, shamans/advisors guard. 2nd squad "generals/warchiefs guard. Similar equipment to the Demons, with the exception of having inferior metal armor.
The Cerberi(2 squads): 50 men, primary raiders/soldiers. Equipment varies from soldier to soldier so no accurate description can be given.
The Zealots: 20 men, scouts/raiders. Armed with hunting rifles(.223 Colt rangemasters), either scoped or not, and thrench knives. Armored with leather armor with a crude scetch of a sneering devil on the back.
Occupied area: San Jacinto Battleground State Historic Park
History:
Ray Hagan encountered the tribe of Redskins while passing through the ruins of San Antonio. He approached the group in peace and bearing gifts, securing his passage and his place for that night. But the leader of this group was very insulting about Ray's ghoulism, and in the dark of the night, Ray slew the leader. Redskins caught him, but due to their unique style of execution they did not kill Ray outright. Instead the second in command of the Redskins, the shaman, sent Ray to a radioactive ruin nearby, ignorant about ghoul's radiation resistance, under watching eye of some warriors. Ray went to the ruin and returned, gaining a status of immortality from the Redskins and a leadership with it. Ray had achieved a godhood of sorts within the Redskins.
Ray insisted that the group'd move away from San Antonio, but didn't tell them any better reasons than that they'd never achieve greatness in S.A. The true reason however, was Ray's thirst for power and wealth, and the desire to be remembered in history. The group wandered all the way to Houston, where they cleaved their way through the ruins, to the san Jacinto Battleground State Historic Park, which Ray deemed a defensible position from where they could send raiders or even caravans. Soon enough people started to flock into the protected territory of the Redskins, and Ray allowed some to enter, with the condition of monthly payment in food or other useful commodity.
Now San Jacinto park has a large network of scavengers, farmers, herders and the like, but with no actual connection to the tribe of Redskins itself. Some schisms arise within Tiki however, as some Redskin warriors occasionaly harass some of the protected, sometimes even forcing themselves upon those they were paid to protect. Ray usually let's this slide, as it is rare and frankly, he doesn't care enough to interviene.

Oh and feel free tto mark the Redskins to the map with yellow or orange, since red had already been taken.
