Alright, just because I feel like there is a little confusion, I decided to post this pic here representing american time zones. Right now, it is 7:46 AM in Eastern Time. According to Outlander, the GI headquarters is in the Central Timezone. So the time you are waiting on is currently at 6:46 AM-ish. I hope this helps everyone.
