Sorry to disillusion you, but once again: It is just the cover and nothing more, so theres no reason to sit on the PC and refresh the page every minute the whole day...

The magazine itself won't be put online but and special section made for Skyrim will be put online. Then the magazine will start shipping today or next week I am not completely sure.

I see some confusion going on here... The magazine will be shipped out to subscribers today or tomorrow and arrive as early as the 8th for people who live in or close to Minnesota. And will be in stores around the 14th. The cover (not the cover story. I,e the 14 page spread) and the Elder Scrolls Hub page will be available to check out in a hour or so. As for what will be on the hub page nobody amongst us knows. We'll have to wait and see.
