I was wondering if there was a mod that did these things:

Increase the view distance (apart from mge since my crappy laptop cant run that mod)
Make weather improvements like oblivion's natural enviroments,

Both seems to be doable from the ini. I was wondering if there were mods that could change the color of the fog, I think the game could look better if the colour of the fog was changed to something more vibrant than grey or white.

Changing the color of the fog is a straight .ini edit.

FPS Optimizer allows you to increase the view distance without having to use MWSE. As an added bonus at can correct the view angles to the aspect ratio of your screen.

TLM comes with some decent .ini edits to make the weather look better and more natural. It does more than just darken the nights, you should also see that everything becomes much greyer in dull weather conditions.
