The Telvanni may be powerful mages, but they're still only mortal. Whereas the Ministry of Truth whose falling set off the eruption that destroyed Vvardenfell as we know it was being held up by the power of a god, albeit one who was originally mortal, and when that god lost his power, I'd say it's no surprise that mortal mages weren't able to do what a god had to do before. Now, I could see magic being able to delay the inevitable so that people had time to evacuate, but I doubt the Telvanni, or any other mortal institution present at the time could have done what Vivec was only able to do while he was alive.
In any case, 200 years is a lot of time for stuff to happen, and Infernal City only covers a portion of that time, so we can hope that there will be a fair amount of new lore covering the events of the first 200 years of the 4th era in Skyrim. Honestly, I'm not sure what setting the game so far ahead of Oblivion would accomplish if we don't see that. I'm not criticizing the choice or anything, because it certainly doesn't bother me, but usually when you have such a long period of time seperating games, there's some sort of reason for it, and since I don't see any immediate reason for why the story of Skyrim should need to take place so long after Oblivion, I can only assume the reason for the choice is so that there is time for many changes to take place in the world.
Weren't I a souless android I'd have cried when I first heard about it. The Ministry of Truth -truth be told- was just a tiny rock a few meters over Vivec, it wasn't as if a giant meteor hit the island...and damn those Argonians too, can't wait to put them slaves in their place.
I'd say the Dunmer got what they deserved, but since there are still living Dunmer who are free in Tamriel, I'd be lying. I hope if any Dunmer were left in Morrowind when the Argonians came in, they're slaves now.
But the reason the Ministry of Truth caused that much damage was because Vivec was an indiot and froze it in the air without draining its velocity, so when it started falling again, it was every bit as fast as it was before it was frozen in place, and when it hit, it set off an eruption that rendered the land uninhabitable. In short, it's all Vivec's fault.
