An interesting thread, i think alot of the posters have valid point some off topic though and yes plot holes you could drive a mining truck through. But you could imagine like in the past with great explorers or expeditions you send people you trust, or in some cases people that are expendable. Its not unreasonable to think there wouldn't be technology in dc area, in not from the US but just looking at the maps and the region the states around there covered in instillation from research, to army bases air force bases, nsa, fbi, cia i could go on so chances with the way they have structured the story there's underground vaults just to store boxes of abraxo cleaner, but honestly cities that got hit with conventional ordnance during world war 2 looked worse than dc.
But i could see why it would have been a good decision to move a group of the brotherhood as far away from the east coast as possible if you were in a losing war, why sit there and let everyone die if you want to survive you need find new lands away from the conflict to establish new lands, plus sending a group to establish the quantity of of super mutants in dc, not so illogical, i mean yes in most cases you would sends scouts to gather intelligence on locations and numbers but its not viable due to the distances involved, fine if your mobile and you have a decent communications network but that isnt the case, so it was probably a one off proposition they set up and expedition to establish a base, not knowing the ground or or the conditions, but isnt that the story of the settlers in the US, they probably wagon trained it across the country to come across this new land to settle and plant their flag. And they suffer from what we in Australia call tyranny of distance, they are now alone, cant catch a flight or a boat or jump on a train, or even phone home, so they have to do the best with what they've got on hand, its its not unreasonable for lyons to make the choices he did, in harsh remote conditions, and especially since he is in charge he needs to do the best for his people and there survival, against all odds so you adapt and overcome.
The outcasts will die, they have no agenda other than gather tech, they are losing troops same as lyons but lyons will train the locals, the outcasts wont they are getting killed by indigenous wildlife, raiders, and super mutants but not replenishing their numbers fast enough to make them a viable community and they will become extinct, and this is something that lyons knows and now they have a clean water supply, and know the location of the super mutants origin, they could much easily begin to establish a viable presence in the dc wasteland and if lyons in lyons speeches during the game makes it clear he knows that they have more deaths for births and that training doesnt take a day heres a gun the hurting bit comes out this end, now go kill stuff, and he's placed more importance on survival than finding more machines that go ping,
And with veronica of the same opinion doesnt mean that all of the BOS feel the same, also you notice that its moreso the military arm thats more set in its ways as shown by the outcasts, which isn't unusual, the new Vegas group will have a choice to adapt or die and they have already changed they, of course depending on what choice you make during the game, but they cease hostilities with the ncr and even patrol areas of the wasteland, so it shows they can make changes, plus if you go further into the dialog with veronica, i know this is probably a spoiler but she says the elder that was her mentor was the one that was fanatical about taking over the helios plant and didnt want to leave even though they were taking casualties, and when asked what happened to him she says he was dead and most others think he was dead but with further interrogation she says that he escaped and he would return with a treasure trove from some place that he'd found, (who knows maybe area 51 since that doesnt seem to hinted at in anyway, thats my opinion in no way is there evidence in the game, but thought that one might have stood out a bit).
But like anything its adapt or die, if your in constant conflict in a harsh environment and your deaths are higher than your births, and you live by a strict belief system that doesnt give you options, well its not only survival of the fittest its survival of the smartest, the more adaptable, so yes BOS dc wasteland have more of a chance of surviving. Also if your looking at the BOS as being like knightly orders, they certainly didnt always hold to their ideals alot were corrupt and vicious and power hungry, it maybe structured as a knightly order as in ranking and such, but certainly the BOS were certainly better at sticking to there beliefs in the codex than most knightly orders were in keeping to their ideals.
