The game or my PC? : Fallout 4

I'm uploading some pic's of the issue. The issue has only happened one other time in the city area after I exited a building, this time it happened after fast traveling. My specs are FX 8350 16gb ram and an MSI R9 390( brand new ). If I reload the problem goes away. I just don't know if this issue is one of the game or my PC as it doesn't affect everything on screen just random items/spots. This is the only game to have such a random problem. It doesn't look like a GPU problem as far as overheating or artifacting from it dying but still wanted to see what others thought.

I think it's a Bethesda thing. I've had weird things like that happen in Skyrim.

Definitely looks like a graphics card issues, but its impossible to tell whether or not; its a VRAM issues, overheating or a driver issue.

I'm certain overheating is not the issue, I've been monitoring the card while playing and it hardly ever reaches 60, even after hours of playing.

Well you can also go into the 'Special BBCode' option (left of Font menu) and select Spoiler that way.

Still post the dxdiag even if the spoiler tag doesn't work.

Can you change to a different set of drivers.

Crimson drivers (if you have those) having some nasty glitches on some particular GPUs. !!!

So try the 15.11.1 drivers.

I'm on the 15.11.1 drivers according to catalyst. I was staying away from the crimson driver ATM because some are claiming it screws up the GPU's fans.

Not using the beta patch, made adjustments to the ini for mods but haven't actually installed any yet, also made adjustments to get 60fps by turning vsync off. Thats it though. Playing at 1080p with everything at ultra except shadows and god rays.

Try setting the texture quality to Medium. I have not noticed that much of a difference between Medium and Ultra settings. But your issue is not happening all the time.

I play with Medium Textures since I do not notice that much difference and get better performance and I can set up aa and other things to max except for god rays and shadow distance.
