The Golf Convention

RobCo was a robotics industry, and REPCONN was an space exploration company. Aside from computer parts to fly the Vertibird, which could have been a Post-War Enclave addition, we have next to no reason to believe RobCo nor REPCONN would have any hand in the design of the Vertibird. Also, don't forget the Vertibird was a vehicle that never left prototype phase prior to the Great War. Don't cite Operation Anchorage because it's made the point that the simulation was largely delusions of Chase's grandeurs.

House's company was fitted around robotic things and computers, REPCONN was exclusively space exploration. The Museum of Technology in D.C. has a small model of the Vertibird and states nowhere who made it but clearly showing it wasnt a classified project, REPCONN has no such model. REPCONN being a subsidiary of RobCo means RobCo didnt own the Vertibird project either.

Alright so we'll call it something different, but if we can make a rocketship we can easily make a helicopter.

Let's call it a Slappy Duck. From now on, we would like to ask the NCR for use fo their factories to make Slappy Ducks. They look like Vertibirds, they fly like vertibirds, but they're called Slappy Ducks.

Would the Strip like to build Slappy Ducks for the Boomers to fly? We would be able to protect the strip as we realize our dream.

If Black Mountain can actually remember that they want... no, need Stealth Boys then they'll accept our offer.

Ambassador Lobotomite : The State of Utobitha

We do want more Stealth Boys, but we do not trust the Battle Cattle to trade fairly with super mutants. If you can convince me that your Caesar will honour his deal then the super mutants of the State of Utobitha will fight with, not for, the Battle Cattle. If you cannot accept this then we will continue to look elsewhere for Stealth Boys.

@stonewall

I'm willing to do anything to end the fued with are two sides, what do you say we salvage the b-29 from lake mead and begin making this air force a possibility. We could then venture further out to the united states to see the aftermath and exploration. Is anyone else wanting to join us?

You send in a team to place the Ballast Tanks, and we will consider the BoS friends. It would also be nice to have some paratroopers in Power Armour were we attacked by bad guys.

That will make it my second point this turn.

Ambassdor Stonewall; Boomers

Why can't we trade with both?

And you seem to be assuming that the Lefion could defeat the Boomers.

NCR: We acquired many high powered rifles from Vault 34, but were never truly trained in their use. It would be nice if you could sent in one or two Rangers (I hear they are the best) to teach us in their use. They would be able to live at Nellis for the duration of their stay, and would be under the full protection of the Boomers.

Mr. House: If you would like, we would be able become an air force, were you to provide the means to make Vertibirds, and more B-29s.

Stone wall, if you guys are trained to fly, we would need to hire pilots yes. It would make a good fit.

However, we are not sure if there would be a market for Slappy Ducks. It is a big ticket item. we are not currently looking to sell. Just hire pilots.

OOC - Why does Mr. House know how to make Vertibirds?
Why does the NCR have the tech to make Vertibirds?
Why do Nightkin not want Stealthboys?
The Courier can get 50 stealthboys per Caesars Favour drop, the legion has no shortage.
House's number of Securitrons is nothing compared to NCRs number of troopers in the Mojave. And all the Securitrons are busy.
Goodsprings has stated it's unwillingness to join the NCR, including Trudy (who has more power in the town than Mitchell)
*Sigh*

ooc- some of those are goods points. On a case by case.

Why does House know?
That seems to be a long term projection by Rooster Smith but no in the status quo he can't, or really even the near future.

Nightkin
I think it's largely to do with the fact they don't believe you have them

Caesers Favor no shortage
Everyone here ooc knows that the Legion has plenty but that's not the point. The point is would the ambassadors believe the Legion a largely anti tech organization have them, which explains the whole Nightkin issue

Busy Securtions
Not per say, the Mk1 simply patrol the strip and it's not as if that's really in danger

Goodsprings
Agreed

So I'm going to switch the character of my ambassador to make things interesting. [censored] Crocker he's to nice and compromising, say hello to Jingonist, I think this should mix things up.

*Crocker disappers only for Ambassador Jingo to take his place

I'm Ambassador Jingo but you can call me Jingo. Ambassador Crocker had to take a ..break, but I'll be taking over negotations for the NCR delegation today.

*turns his massive head to Ambassador Smith while pulling out a peace of paper

You see this paper here?

*rips it

That was the orginal treaty of Vegas. The NCR no longer finds those terms acceptable and I've been instructed to inform you of the new terms non negotiable.

New Vegas, the Strip and all surrounding regions shall become the sole possesion of the NCR. Mr. House has one month (1 turn) to accept these terms or the NCR will begin an economic blockade of the Mojave for all citizens along with the detainment of all persons who attempt to enter the Strip.

*Half heartly slides the destroyed paper to Smith, turns to Brontus

Here are your terms savage

Leave the Mojave and all lands east of the Grand Canyon

Anything less than that will mean a continuation of a state of war until said terms are met

*Stares into Brontus' glaze for a minute or so

What, you think this is it? You think the Mojave is the NCR's last rodeo? Let's see you skirt wearing tribals cross the Divide with those spears of yours.

*Moves his attention to the Ambassador Stonewall

Let's stop [censored] footing around. I've been instructed to complete to task in relation to your organization

A. Retrive the Bomber from Lake Meed
B. Complete an alliance with your group in exchange for our vertibird asset in the Mojave, Bear Force One. By allaince we mean you strike no deals with no other groups and are willing to use your new air assets in the Mojave

*Speaks to all assembled

All deals and ceasefires we have called are cancelled unless otherwise specified. The NCR will not be annexing Goodsprings as long as the Powder Gang threat remains within your town. Further the BOS and Enclave will still be concerned enemies of the NCR and treated as so unless they leave the region or capulate. The same goes for the Legion, Fiends, Powder Gangers and all Nightkin.

Ooc- Let's see how this goes.

NCR, I see you've grown some balls, about time. You can take your 'treaty' and shove it up your ass, true to Caesar.

Black Mountain, now that you've come to your senses, this is the deal, for every 2 NCR dogtags you bring to us at either Cottonwood Cove, Nipton or Nelson you shall be given one Stealth Boy. Sound good? (Every time Nightkin send group to get Stealthboys takes them 1 turn). This is open to negotiation. (Sends out Legion squads to find Stealthboys, 1 turn)

Ah, Remnants, this is the deal. I'll wager you have a Pre-war bunker somewhere? Stay there and conduct ambushes on NCR patrols, when the time comes, support us at Hoover Dam. In return, we will supply you with luxury and safety after the battle. Although, we're not aware of your goals, as such these terms are open for negotiation.

True to Caesar.

I doubt you savages still have access to FEV. No I asked because truely there is no future for your kind. Do you sense that feeling? That feeling of hopelessness, that constant reminder of sterility beating at the very fact of your existance? I must say for a beast that has no hope of continued reproduction the very idea that you would dable in war is humourous at best. With the Legion and even the BOS everyone here knows they can get more recruits, but you? You savages are so degenerative you can't even produce offspring like the common MoleRat! So let's put some pressure on your kind umm?

1 turn- Alert NCR mercenaries to finish off Jacobstown
1 turn- Alert all NCR personal to kill all super mutants under all circumstances within the Mojave EXCEPT NCR super mutant personel.

*Returns once more in his brown suit and red tie, his dress shirt crisp and white, his dress shoes clicking orderly and rythmicaly, carrying a leatherbound suitcase holding various pens, pencils, and documents.*

I've returned once more, I've come to replace my predecessor who has decided to step down. I think I'll have a seat by my verbal sparring partner, Ambassador Andronicus. *Nods to Andronicus and has a seat in a plush leather arm chair and pours a cup of tea*

Now, I apologize for my predecessor for his claims of...er...slappy ducks? He must have been hopping up on Psycho and Jet. Anyway, all discussion of New Vegas under Mr. House will come through me, as I am his official representative and he has given full faith in what I do and do not accept or offer. So, where do we start gentlemen?

*Stops Ambassador Jingo* Hold on there. The Jacobstown mutants have no FEV, nor do they pose an unprovoked thread. They seek to find a cure for Stealthboy sickness in nightkin and are quintessentially in a retirement home. Super Mutants once posed a threat to humans true, but these ones in Jacobstown are begrudgingly accepting of humans, as long as you arent openly NCR.

Ambassador Andronicus: Enclave Remnants

Indeed we do. But before we argee to be allies of the Legion we wish to state a few terms.

1. Guaranteed safety and security. We need some assurance on this, considering that your deals with the Great Khans were less than scrupulous. Know that should this be broken you'll find we are more than capable of hitting the Legion hard.

"Losing hundreds of soldiers and gaining nothing in return."-----Keep that in mind.

2. When you march through NCR territories, you will free our compatriots and give them safe passage to the Mojave. We'd also like the return of any and all stolen Enclave property which is found in NCR hands.

These are our terms, should you agree to them. The Remnants will fight for Caesar against the NCR. Unleash us, and we'll make the NCR remember why their people once quaked in fear at the sight of vertibirds roaring in the sky.

I'll amend nothing, take that how you want, and let the games begin.

*Glares at Moreno laughing uncontrollably

Then the die is cast. We'll see you on the front lines.

*straightens his black Officer uniform's glove at the wrist*

Perhaps you would like to add to the discussion between the NCR and Legion?

*slowly clenches his gloved fist and turns his eyes to the NCR ambassador*

Although I fear you may be too late. War is already upon us. However, I wish to assure House that the Remnants have no interest in engaging him or impeding his progress in any way. Our quarrel is with the NCR.

ooc- I like where this is going we finally have some conflict. Lt. I see you said you don't understand the whole points thing here it is.

OOC- Ok so here's my idea for turns. After things begin to get boring, there's an impass, or just a large number of post have been posted then a turn passes. A turn will be a month break within the Fallout world during which a faction can undertake 3 actions. So let's say the Khans and Boomers decide to work together to recover the bomber from the lake. That would mean both groups could only perform 2 other actions that turn. That doesn't mean they couldn't promise to other things of course, but those things will be put on the back burner until the they have the resources to do so.

Space isn't the only component of course. Getting a plane from the bottom of a lake is more work than radioing someone to let hostages go for example. So for every action taken by a faction they should also list the steps. So for the Bomber project, for both factions it would look something like this.

Step A. Go to Lake Meed
Step B. Put the floation devices on the plane
Step C. Retrive the plane

The limits of 3 things per turn and mulitple turn objectives adds trade offs to all of this. No faction can do a million things at once and I think that should be reflected in the negotations. But theres something else to and that's the idea that our actions should have some sort of effect. If you make a deal with a faction and list the steps then it will be automatically done and noted during the turn. I'll note the progress of said deal during that said time. If you want to put that deal on the backburner then just say so during the turn period or when you complete the deal. Now I said earlier you don't have to complete a deal just because you say so, in fact you can betray the very faction you said you would help. So let's look at the Khans Boomer trade again. Let's say they both complete step one of meeting but then during step two the Khans steal some equipment or something and run away. That would be a betrayal. It could be as large as killing a leader or as small as not showing up.

So what do you all think? If you all want to do this just tell me, if not just let me know. Want to see something like this but only changed then write your differences in your post. In the meantime the negotations continue..

Now I'm going to be honest, sense this is turning into a war situation and is an impass, I'm not sure how to treat...direct conflicts. So let's say the NCR and the Legion have a conflict over Nelson, I have no experience on which type of role playing system would work the best and how to implement it..if someone else on here knows how, or wants to lead the thread for those purposes (and become grand master of the Rp sections) then I have no objections to that and actually encourage it sense I'm becoming busier than I had anticpated.

*I'm not going to be able to get on the threads for the next few days and even after that only intermently so if someone wants my NCR slot (despite the wonderful *changes I've made to the NCR's position in the region) then just say so and take it.
