And the enclave where destroyed in 2 yet they have hundreds in 3 even though they only had naravo left in California which had very few soldiers and scientists
I say that shouldn't be canon

They weren't destroyed, they lost the rig, sure, but it's perfectly credible that a lot of soldiers made it out of Navarro. The base is clearly much bigger than you see in FO2, it's abstracted.

it is a refueling depot. they called all there guys back to the rig to prepare to release the virus, and yet, the supposed "few" stationed at navarro suddenly became the hundreds of soldiers and vertibirds in 3, you know what i say? GGaaaarrryyyy

I dont think you guys got the point in the story thing.

anything can happen.

Maybe the Enclave reconized the boomers power and training and used them for great uses to harrass the NCR gave them some vertabirds and let them do some damage. (Trained them gave them some gear and said kill all savages)

this will actually make sense seeing how the enclave aren't savages they could just fly in there and feed the boomers lies about the NCR from there the Boomers would target the NCR headquarters Camp Maccarean
