Six months had passed since the last convention took place. Deals were made, and alliances were strengthened yet tested to the brink. Ideal and resolves were tested to the brink and certain factions would never each other the same way. The Followers of the Apocalypse became the new host of the convention. Everyone agreed that as neutral faction they would make excellent choice as host and mediators. The allies were composed of the NCR, WCBOS, Free Nevada, ECBOS, and the Commonwealth. The central power alliance was compromised of the MWBOS, Khan Empire, the Neo-Legion, and to some form the Enclave.

The war had resulted in stalemate. None of the groups gained or lost ground. If anything, it was an utter failure for both sides

-The Legion constantly attacked Hoover Dam and Cottonwood Cove after being attacked by House's securitrons. 9,000 for only ten feet of land gained.
-The Legion attempted to circle north of the Mojave to attacked the NCR where they were weakest, through Utah to centeral NCR terrtory. They gained the attention of the warlords of Utah who banded together to form a counsel and rose and army to push them back. Only 500 Legion men died when 13,000 of Utah's men died.
-The Khan Empire tried to take Washington from the WCBoS and succeeded in taking only about three miles of land with the loss of 4,000 men.
- HMB (Holy Midwestern Brotherhood) and the Khans attacked northern NCR territory. Although they didn't gain any land and they all lost about 2,000 men each they managed to burn down several towns and make the NCR's northern frontier dangerous again.
-The NCR launched a counter offensive against the Khans, which failed completely after killing 14,000 men, 3,000 from the Pitt.
-House ended up losing 250 securitrons while defending the Mojave. His forces are much weaker now and he requires people to help him control the Mojave.
-The Pitt with the Backing of some MWBOS forces attacked the ECBOS, they pushed the ECBOS into the Capital Wasteland outskirts, but the ECBOS was able to rally the merc groups (Talon, Regulators, Reilly’s Rangers), the settlements (Megaton, Rivet City, Underworld, Big Town, Republic of Dave) and even the outcasts, together they push back enemy force into the outskirts of Philly. There forces were bogged down, and each side took heavy losses.

It ended after two years with both sides in economic and political turmoil.

-The Pitt is suffering from a recession and they are looking to expand their lands for more resources.
-Every faction has lost much public support and each of them are in some sort of economic trouble.
-Food shortages are common and supplies in dire need
-The Mutant and Ghouls either joined a faction to fight with them as citizens, or were enslaved or killed

In the last convention deals were made:

Legion agreed to sell slave to the WCBOS in exchange for weapons, The Khan would get food from the Commonwealth in exchange for raw ore. MWBOS would give a few ghouls slaves to the WCBOS.

Some Ground Rules,

-Get the borders layed out clearly and make sure no-one is going too far with their expansion. Then, from here on out, we only go for minimal expansions. Nothing out of reason.

-No production of air-forces. I say NCR have a dozen or two vertibirds, so does Lyons and the Enclave, and the MWBOS has just a few prototype Hellions. That's it.

-No more wars. (Unless so agreed by all factions unanimously).

-We all agree on someone to be the final say on whether or not something is within the reason of the faction and makes sense lore-wise if there is a dispute on it. That person's word is final.

HK-47

The repaired HK-47 was the 1st one in. Good. HK needed time to think. He saw the true nature of man last time. Even after a devastating war, famine and economic troubles, they were still more concerned about thier own trivial pride and borders rather then the greater good. Ignoring many offers of help and reconciliation in exchange for threats and insults. Very well then. If man couldn't be bothered to repair the ruins of the old world, then the ultra-realistic androids of the Institute could. He would pretend to be working for man's interest, for now. Androids can live for a very long time, he has time to wait.

OOC: Am I in control of the entire Commonwealth or just the Institute? The Commonwealth is said to be ultra-violent and like the Capital Wasteland and the Institute like a bright island in a storm.

Also, how again are all these factions communicating with each other and traveling cross-country?

OOC: Commonwealth rules all of New England with the Institute as its Capital, you get to decide if the Commonwealth is ultra violent, if Zimmer was killed, or if harkness returns, it is all up to you

They travel by vertibird that are powered by power cells and perhaps fusion reactors, Location of meeting is Novac in the Follower of Apocalypse conclave they have built with help of House. they will serve as host, mediators, neutral

Brotherhood of Steel: West Coast

Elder Horatio Duke, a High Paladin and combat veteran of NCR/BoS War, was promoted to Elder just a few months prior to the first convention. Since then he commanded troops on the front lines during the War of Ideas.

Ideology: Progressive advancement of the BoS.
Command: Elder of Mojave Region, Elder Oregon, and duties include general advancement of all four regions of BoS involvement, the Mojave, Oregon, Washington, and the few remaining operations in California, mainly Lost Hills and Navarro.

BoS has rapidly grown in strength in the past few years, with many recruits in Oregon, Washington, and orphans from NCR. However, many of those recruits are rather green, except for those who gained their first combat experience in the war of Ideas.

Duke has control of 2 Vertibirds(hope that alright, just need to figure out a way he travels from Oregon to Mojave) which are used for personal transport for him and his staff.

Children: 2 twins, age 20.(knights in BoS, male and female, both fought in War of Ideas. This is a secret for now.)
Wife: Deceased, Former BoS Scribe.

Secret: Duke brokered a deal for slaves. This plan was crafted by Duke and Alice Swift of the FoTA. This was a scam. Upon retrieval of the slaves, they were taken to a secure location. Scanned for any bugs or explosive devices. They were then granted freedom, and given option to remain in safety of BoS territory and work for pay as part of a community. Most of these people stayed, and a lot joined either the BoS or FoTA.

This is the same with the ghouls. Some of the ghouls were found implanted with recording transmitters(I guessed Traven may do something like this, seems like him, but if not, okay lol). So, BoS would use this to broadcast false BoS intelligence.

The ghouls were extremely happy with their freedom, and there is a thriving ghoul/mutant/human community.(beed a map of Oregon to figure out where). Some ghouls even applied for BoS initiate training. The two Super Mutants were also scanned, and discovered to have tracking devices in them. These were vaporized. I was thinking for RP purposes these two Super Mutants could be the Brothers Grimm from FO Tactics. Will leave that to LT. The SM applied for BoS training.

The two mutants and ghouls were able to give some intel on MWBoS. I will leave this up to LT what could have been revealed. The story given to MWBoS is that the mutants revolted in anger and had to be vaporized.

Anyway, I had an idea to see what others think. If you wanted to give Special, traits, perks to delegates to flesh them out?

If so, I was thinking no higher than level 24. 3 tag skills that can be 100, then 4 secondary skills that would represent a skill in the 50-75 range.

2 Traits max. 12 perks. Implants and such based on endurance, with a max of 4 regardless(to keep people from going bonkers) and limited to technological factions, and open to trade with other factions. Just an idea to see what you all think.

Almost forgot: Duke companions: Hunter. Scribe Grey.

Ok went ahead and did SPECIAL. S: 6(7) P6(7) E 5 C 5 I 6 A 5(6) L 7

Traits: Built to Destroy, Kamikaze
Perks: Rapid reload, educated, Toughness(2), Vigilant recycler, strong back, finesse, better crits, paralyzing palm, grim reapers sprint, laser commander, meltdown.
Tagged skills: Unarmed, Energy Weapons, Speech.
Secondary skills: Guns, repair, survival, science.

The way I figured perks was if skill req 90+ it had to be a tagged skill. If skill req was 50-70 it had to be a secondary skill. Also had to meet stat req.

Implants: sub dermal armor, strength, perception, agility.

Followers of the Apocalypse

Leader: Dr. Alice Swift

Ideology: All life is precious. The Followers believe that the living standard in the Wasteland is deplorable and are trying to help establish better living conditions. They are also well versed in the treatment of injuries and are usually there to give a hand out and a hand up where needed. They are the Saints of the Waste and desire nothing but to establish peace and happiness.

The Followers usually do not declare a leader. However, during the 3 year conflict between the various factions, Alice Swift rose up to take control and manage the various areas. Nobody objected within the organization, since they were glad to have a "go-to" person, who would organize the group, manage assets, build a relationship with the West Coast Brotherhood of Steel and basically handled everything from supplying hospitals, send medics into the field etc.

Thanks to Mr. Grifften, House and Elder Duke, the Followers are now well equipped with Field Medic Armor, as well as Medic Stealth Suits.

They also have one vertibird at their disposable, thanks to the NCR, which makes it possible for Alice to check up on the various groups from time to time, without the hassle of traveling through hostile territory.
(Thanks Mr. President, I just made that up, but I'm sure you want the FoTA to have a flying machine, no? lol)

Security Forces:
Securitrons at Helios and Novac, thanks to Mr. House
Two Elite Paladins provide personal security to Dr. Swift, thanks to Elder Duke
Various Mercenary groups who agreed to guard and work with the Followers various groups.

Mojave HQ: Helios One - Power plant and research lab.
Novac - The Followers build a hospital there with the help of the WCBoS

Alice divides her time between Helios and the Novac Hospital.

Currently, there are various Follower groups working outside the Mojave.

* Washington D.C. - a group was sent out to work together with Elder Lyons and the East Coast Brotherhood of Steel (lead by Arcade Gannon)
* Oregon - a large group is working with the West Coast Brotherhood
* Atlanta GA - Center of Disease Control - secret underground facility

During the last convention, Elder Duke and Alice Swift forged a plan to rescue as many slaves as possible from the hands of their oppressor. Several of the freed slaves decided to join the Followers and they were able to grow the organization from a previous 500 members to well over 1000. Two ghouls where scientists in the old world and have joined the ranks of the Followers, and are now working with Alice at Helios One.

Dr. Alice Swift was only 10 years old, when the Followers found her and took her in, almost 20 years ago. Her parents had been killed by Raiders, a story that is being told too often in the wasteland. Alice grew up with the believe that change was possible and she dedicated her life to do just that - bring hope and change to the wastes. The Followers are her family, since she has no other blood relatives. Her work keeps her too busy to even think about romance.

[Character] High-Inquisitor William Traven- Midwestern Brotherhood of Steel

Description: The highest ranking member of the General Barnaky’s hand-picked brotherhood inquisitors. Traven’s duties include the purging of mutates, who have been decreed by Barnaky as unholy and evil (due to the events surrounding his wife). As an Inquisitor, Traven is a master of psychological warfare and terror tactics. He is also fanatically loyal to Barnaky and a religious extremist who views the other chapters of the Brotherhood as apostates and wishes to see the destruction of all mutants. He is as ruthless as he is cunning, making him the select choice of Barnaky for diplomatic negotiations. Personally, he commands the various inquisitors across the Midwestern Brotherhood who answer to him directly, but as the highest religious authority, he also has the respect of most in the Midwestern Brotherhood.

[Faction]-Midwestern Brotherhood of Steel: The Midwest Brotherhood state known commonly as the “Holy Midwest” amongst its people has command of parts of Colorado (including Vault Zero), and certain areas of the pre-war states of Nebraska, Kansas, Missouri, and Illinois. The state is highly technologically advanced and its military includes the power of the Calculator’s robotic armies, including such technological marvels as the Behemoth robots, as well as a mixture of well trained Brotherhood soldiers which are drawn from across the region’s inhabitants. In terms of military and population, it is on-par with the Legion and NCR.

The Brotherhood also maintains its ability to produce its own unique power armor, weapons, and robots from Vault Zero. Recently, the Brotherhood has also finished development of the pre-war Hellion aircraft, salvaged from the ruins of Buena Vista, of which they have managed to produce several thanks to the knowledge gained from the Calculator.

[Recent Dealings from the Last Convention]: Traven has of course, gained the hatred of the Followers of the Apocalypse and much of the convention, Alice Swift in particular, for whom he harbors a special resentment.

During the last convention, Traven and Elder Horatio Duke of the West Coast Brotherhood concluded a deal for the sale of a small group of slaves consisting of a mixture of ghouls and humans as well as two "borrowed" super-mutants, primarily for the purposes of testing Elder Dukes intentions. This deal was a farce. Traven, fully aware of the possibility that Duke would betray him and indeed counting on it, (as well wishing to gain information about the West Coast Brotherhood’s dealings) attempted to rig these individuals with intelligence devices, which were discovered by Duke. When these devices were detected to have been tampered with, they were ignored by the Midwest as more than likely harboring unreliable information.

Traven was undaunted by this setback however, as unbeknownst to Duke he had also planted several Midwest spies amongst the ranks of the bartered human slaves. These individuals have been gathering limited intelligence and several have entered the ranks as initiates. One has also infiltrated the ranks of the followers. They are unassuming and nigh-undetectable from amongst the ranks of both groups, having been specially trained by the Brotherhood to serve in these sorts of roles. Traven, in order to avoid starting a war, has warned that they should not under any circumstances initiate violent contact with any member of either group. As religious zealots, they also have orders to terminate themselves should they be found out, an act they will willingly comply with.

The cold-intelligence war, has gained neither side any real significant information not already known.

Traven however, in characteristic ruthlessness, has ensured that the two super-mutants sent to Elder Duke would die regardless, poisoning their bodies with a slow-acting chemical agent, which deteriorates their visceral organ structure over time. An unfortunate product to come out of the years Barnaky and the Midwestern scribes have spent killing and studying supermutants. It is a weapon reserved for the use of the inquisition and the super-mutant work camps.

New Californian Republic- California,parts of Nevada, Baja Mexico, Western Idaho, Expeditions into western canada.

President Winter- an Ex-general and combat veteran of NCR/Enclave War, was inaugarated after the second battle of hoover dam, he is known to be what pre-war people called a "Socialist" he holds a strong Morall stance, he has scarring on his lungs and is incapaitated with a prosthetic limb after he lost it to a mine during Navarro, he has grey hair with tinges of black, he now wears glasses every so often, he is caucasian and stands at 6'0 and has grey eyes, he is more wrinkled but appears well rested he is 57 years old.

Ideology:The NCR takes a strong moral stance echoing Winters personal views
Command: Entirety of the NCR, some have accused him of dictatorship after installing a new senate and goverment loyal to him and his ideas. The NCR has a standing army of over 100,000 troops a mixture of all races and genders, the Navy is small and mainly used on expeditions having no naval opponents to speak of, the air force consists of Bear Force one and 21 vertibirds(now 20 a spare vertibird was given to DR. Alice Swift of the FoTA) the vertibirds now mainly consist of protecting the president and ferrying important individuals.

Children: none his wife was killed while pregnant serving as a nurse at navarro, however he does have a godson. Secret:The President may still be suffering from his lung scarring.

You can have 4 secondary skills fyi. Obviously this just fleshes us out more, but kinda fun. I may actually try this character out in NV.

I maxed my level at 24, with 12 perks. Figured that should be about right for veteran ambassadors.

Dr. Alice Swift - FoA Leader

Alice entered the room, still wearing her white lab coat, since she had been working at the hospital. Otherwise, she was dressed in her usual attire, white t-shirt, beige fatigues and combat boots. In the center of the conference table stood various refreshments, Nuka Cola, Sunset Sarsaparilla, Purified Water, a bowl with fresh apples and one with fresh pears.

A stethoscope dangled precariously from one of her coat pockets. She smiled when she saw President Winter. However, it soon turned into a frown, when she saw his gaunt look.

"Mr. President," she rushed over to him and pulled out her stethoscope. "Why haven't you come for a physical, like I asked you?" she chided. "You really need to take out some time from your busy schedule and get some rest," she added. "It is good to see you however, and I wanted to personally thank you for your most generous offer of the vertibird. It has been of tremendous help already," she said with a smile.

"Now, I would like to listen to those lungs of yours," she said, while holding out her stethoscope.

Sentinel Sarah Lyons of the East Coast Brotherhood of Steel

Description: One of the Brotherhood’s finest warriors, if not the fiercest. In the East Coast, she’s the only member to have achieved the rank of Sentinel, and now commands her own elite squad, Lyons' Pride.
She is extremely loyal to her father, but her unlike her father her she views of wastelanders is more typical of those in the Outcast. She has little patience with 'civilians' stumbling into the line of fire or any other Brotherhood activities.

Faction- Lyon’s Brotherhood of Steel - The state is highly technologically advanced and its military includes the power Liberty Prime; although due to the recent war it has been damaged due to well placed missile strikes from MWBOS missile strikes. Also, the war has caused various faction to join together with the BOS including the Outcast. Although, they don’t use power armor, regular armor has been outfitted with the ECBOS logo.

The Brotherhood has allied itself with its local ghoul population, but as far super mutants are concerned, it either killed them all or drove them down south away from its lands.

Recent Dealings from the Last Convention: The ECBOS was not present at the last convention. But now they are faced with shortages of supplies and require aid. Elder Lyons too old for travel has sent his daughter as representative. Accompanying her are Knight commander Dusk and Gallows.

Sentinel Sarah Lyons of the East Coast Brotherhood of Steel

A vertibird can be heard landing outside the convention hall. It bears the logo of the ECBOS Lyon's pride. The doors, to the vertibird open and three well equipped BoS member emerge. Sarah, Dusk, and Gallows were sent to represent ECBOS since Elder Lyons was getting on with age and could ill afford to travel. Much weighed on Sarah's mind, they were succesful in driving off the enemy from their lands but te farmlands were ravaged, and pretty soon there would be a food shortage. She needs the help of their so called allies, but there is great mistrust mainly since they bore the brunt of the war in the east without any aid. She recognizes that if it wasn't for the locals rising up and joining them, she'd be dead now along with the rest of the ECBOS.

"Gallows, stay out here and guard the perimeter, I don't want any surprises. Dusk you're with me,"

The two warriors enter the convention hall, where they see others have arrived. She sees their factions logo on place marker on the round table and takes a seat. Dusk stands behind her holding Sarah's laser rifle and surveying the room.

Dr. Alice Swift - FoA Leader

OOC: Dr. Swift and the NCR president are in the conference room. It's in the Novac Hospital.

Alice turned from the President towards the door, when she hears the vertibird. Moments later a striking, young lady marches into the room, followed by what Alice believes to be a Paladin.

"You must be Sarah Lyons," Alice smiled and walked toward the young woman, extending her hand in greeting. "Arcade has told me so much about you. Welcome to Novac and the Mojave. I hope the heat won't be too much for you," Alice added.

High Inquisitor Traven- Midwestern Brotherhood of Steel

*the roar of a Hellion engine is heard outside, which resonates through the convention room.*

*the doors burst open to reveal a hooded figure and three Midwestern power-armored bodyguards*

*Traven silently looks around at the figure of Lyons, the NCR president, and Swift. His face is obscured partly by his hood and the shadow that it casts. Without a word he walks to the convention area with the three bodyguards in tow and takes a seat*

Sarah sees a woman in a lab coat approach her with an extended hand. Sarah realized that she must be Dr. Swift the current leader of the followers, the one person Arcade won't stop talking about. She extend her hand to shakes Alice's, "You must be Dr. Swift, Arcade has told me all about you, very nice to meet you".

She is perturbed by the roaring sound, bringing back memories to the days of the war. She looks as a hooded man with an escort of guards walk in without saying a word to anyone present. That must be the MWBOS representative Traven, she says to herself.

Dr. Alice Swift - FoA Leader

Alice was just about to reply to Sarah Lyons, when they were interrupted by Traven's entrance. For a moment Alice looked at her feet and took a deep breath, before she turned to Traven with a smile.

"High Inquisitor Traven, welcome to our Novac Hospital. I hope you had a pleasant journey," she said, playing the good host, plus she fully intended to keep this meeting civil.

"Sarah Lyons from the East Coast Brotherhood, meet President Winter of the NCR and High Inquisitor Traven from the Midwest Brotherhood," Alice introduced the two men in the room.
