@longknife: most of the time, you complain about game balance. Now you're complaining that we can't achieve 100% reflect magic and damage?!
Shouts can be VERY powerful. Elemental fury. Marked for death. Fire breath. Ice form. Unrelenting force. Used properly, these shouts can become very deadly.
What if both the Dragonborn and the CoC had plain, unenchanted iron armor. Who'd win? Dragonborn. Even with all of the enchantments on the CoC's armor, the Dragonborn can smith his Daedric bow to legendary and use a few sneak attacks to destroy the CoC.

I'm not complaining, I'm saying it's totally illogical to say "Dovahkiin cuz shouts" when we're talking about a guy that has a matrix perception of time or a guy who can ONLY be damaged by bows.
You just listed off some shouts. Ok great, now let's see how they would be useful, shall we?
Elemental Fury: None of the other heroes need to be directly next to the Dragonborn to damage him. If this shout is used? Kite him. Every single one of them, except the Lone Wanderer, can run faster.
Marked for Death: The Courier? You have to manage to HIT him with it. Not likely when everything's moving in slow-mo for him and he's kept a good bit of distance between himself and the Dragonborn. Nerevarine and CoC? Shouts are still nothing but a form of magic; both of them can resist this. Lone Wanderer is again vulnerable to it.
Fire Breath/Ice Form: Again, you're NOT gonna hit the Courier with this, and the Nerevarine and CoC are just gonna resist it entirely. Lone Wanderer is still susceptible
Unrelenting Force: You're still not gonna hit the Courier. I can't recall if this gets absorbed as if it were magic or not. Even if it isn't? Both the CoC and the Nerevarine can get god-like running speed. They still have a chance to dodge it (perhaps not quite as well as the Courier since their perception of time is still normal), and even if they DO get knocked to the ground, the Nerevarine has 100% magic resistance and sanctuary (matrix-like dodging of any physical attacks, bow included) and the CoC can only be shot at with arrows; anything else won't work.
None of them are actually practical for such a fight, save for against the Lone Wanderer.
The other heroes know the value of being able to DODGE. The Dragonborn doesn't. Hence, why he generally loses.
If you want to strip everyone's armor? Well the Lone Wanderer is royally screwed no matter who he fights, the CoC and the Nerevarine? It depends on their proficiency with magic. As for the Courier? He'd actually be perfectly fine. Turbo isn't needed, Implant GRX serves the same purpose. And with or without weapons, he's still capable of Paralyzing palm and the Ranger Takedown. Sure, he'd spend several minutes beating the [censored] out of the Dragonborn with his bare hands, but he'd get the job done all the same.
