The House of Horrors

In my first play-through I saw a dude* trying to get info on what's going on with the house, who is entered/exited and such. However now on my 2nd play-through I completed a quest for Sanguine and decided to go ahead and play the rest of the Daedric quests but when I went back to Markarth and went to the abandoned house nobody is there.

What triggers this quest? I am confused.

Could be you need to finish civil war first?

No... I haven't done the main quest or civil war quest (are they the same?) in this play-through or my last. And my last one had this quest available.

Fast travel to markarath and then enter in the abandoned house on the right side

I'll go try that right now.

The quest is triggered the second time you enter Markarth and the NPC waiting outside should be there until you speak to him.

I believe there's also a min level for it. Might be 20 like Whispering Door and some of the other Daedric artifact ones.

This.

This was my issue with it. I did several of the Forsworn related quests, returning to the city after each, and this guy didn't appear until after the fourth or fifth. I assuem that as I leveled during the quests, I eventually hit the required level for this guy to pop up.

It must be a bug then. Molag Bal, Namira, Nocturnal, Sheograth, Hircine and Azura have no pre-requisites.

Malacath - lvl 9
Clavicus Vile - lvl 10
Peryite - lvl 10
Meridia - lvl 12
Sanguine - lvl 14
Vaermina - lvl 14
Hermaeus Mora - lvl 15 (to complete, not to start)
Mehrunes Dagon - lvl 20
Mephala - lvl 20 (and Dragon Rising)

There's a level requirement for the Whispering Door? Well that explains why I had so much trouble finding those bloody rumors to start the quest.
