It appears in Oblivion (the game) - it's a hunting reserve for the Emperor's use. :

The Imperial Reserve is a large wilderness area, mostly of woodland and heathland. It was set aside by the Emperor for his game hunting. Its few tracks and scattered hunting lodges are maintained by Imperial Verders, who also serve to root out the fugitives from justice who sometimes try to lie low in the wilderness.

In game if I remember right it's the island south of the Imperial City, which you only access during teh Mage's guild quests.

if you look at the in-game map, you will see that the "Reserve" is located between Skingrad And Chorrol.

Is that article completely made up? I've never seen nor heard of a Verder NPC in my life.

I've never even heard of that site :( And that article is a stub with no apparent citations. Try and find us some dialogue, in game book, etc. Although it sounds entirely possible.

I agree, that in game map has the words Imperial Reserve written plainly where he said. No idea what it might be, but I don't think it is the Wellspring Grove. Which I believe is exclusively for Mages Guild members getting staves, and the occasional necromancers.

That's where I heard it from. And yes, I think it just refers to it being a large hunting area where deer, boar and other wild animals thrive. Certainly I think they would be plentiful in the Imperial Reserve, otherwise it would not live up to its namesake.

Someone with the CS could look it up.

The word Reserve makes me think of state-owned lands in general. You don't need that much territory for hunting deer. Perhaps old Colovian Estates land that was nationalized after Tiber Septim sent Numidium to pound the manors into dust.

This information is accurate. Look at the map he linked. The Imperial Reserve is due West of the Imperial City, between Chorrol to the north and the towns of Skingrad, Kvatch, and Anvil to the south.

As far as lore, I don't have any information on that, but the place is definitely noted ingame.

Edit: LOL@whoever confused Wellspring Grove for the Imperial Reserve.

It does, from what I remember, have a distinct lack of ruined forts, so I'd imagine its a forest that rarely got trampled through and rarely was used to fight wars in and around. Although, you do have Hackdirt there...

Hackdirt and that fort are in the Great Forest if I remember right.
I think the Imperial Reserve is the area around sanguines shrine.

Imperial Verders? I always wondered what the Imperial Foresters were for, any connection?

What exsactly is the Imperial Reserve?

I have heard an NPC saying something about him going to the Imperial Reserve to try his luck.

I always pictured the "Imperial Reserve" being a wealthy mineral diposit mountain range. I don't know if there is any merit to it, but maybe that's what the NPC means when he's goint to try his luck. Prospector pan-handling for gold? Are there any mines in the area?

http://www.uesp.net/wiki/Lore:Imperial_Reserve and http://www.uesp.net/wiki/Lore:Imperial_Reserve is all I could find at the UESP.
Also, using the search functions of the CS from both Oblivion and Morrowind, I found one mention of the Imperial Reserve in the book http://www.uesp.net/wiki/Lore:Rislav_The_Righteous.

Seems to be merely a region close to the Great Forest, mainly used for hunting, as heard from dialog in Oblivion.

The Imperial reserve was SUPPOSED to be the private hunting ground of the Septims, kinda like a cyrodillic version of Sherwood forest. I belive the intention was to have it fully populated with interesting, dangerous and exotic creatures that the player character could HUNT, or poach. I recall during the development of Oblivion one of the playtesters said that a forester killed an animal in the reserve and was then killed by his fellow foresters. Sanguine's shrine is also located in the Imperial reserve.

HOWEVER, like the city of Such was dropped from the game (it was meant to be the original Kvatch, in one of the early bits of Oblivion gameplay footage, you travel to Such and fight alongside the legion instead of the Kvatch city guard) it was turned into an insignificant area that had very little background and very little point to it's existance. The "Fort Such" unmarked quest is another example of this. Hell, if the devs could've been bothered we could have had some kind of decent hunting area as well as (potentially) an outlaw/robin hood style quest or series of quests.
