Subsequently, Mr. House will buy it builds upon the Lucky 38.

From what I can understand of the mishmash, it's another "Add Fallout in another location" post. Something about a massive casino in China that House builds the Lucky 38 on top of in Vegas (Don't ask me how that works...) while Italy leads a resurgence of the European Union endorsed by the UN before the Great War or somesuch.

Most of it seems to revolve around this casino in China being a parody of Italy, which makes Italy hire a bunch of lawyers and get some suit passed that makes the entire world have to pay them royalties for making any reference to Italy. :rofl:

-After the bombs the survivors in Europe create, after a long civil war, a new European Union, but Italy is not the Central Government, they remake the political situation before of the Bombs of the EU
-The best part of the international laws are still valid for the New EU

But there is no organized contintal law in the United States in the current Fallout world. The Lucky 38 was popular BEFORE Mr. House bought it before the war, so that wouldnt make sense, and the EU collapsed and fell into large civil wars with each other.

Look he already explained it. The U.E. (European Union?) sent scouts all over the world to see how the rest of the world is doing. The scout sees that an entire culture has been created mimicking that of ancient Rome, including the slavery and brutal conquest. The scout isn't concerned with the slavery, crucifying, or massacre of entire cities. He is only concerned that this culture is in breach of a copyright law passed 100 years prior. Clear as day to me. . . what's there not to understand?

Not to sound rude, but I don't think you really understand the Fallout Universe. IIRC, the only airships mentioned to my knowledge were in F:Tactics, and even Tactics canon is questioned by many fans.
