You clearly have a lot of skill with sculpting, but from what I can gather the criticism people are giving comes from the fact that it has nothing to do with Oblivion.
Imagine your sculpture scaled up, made up of stone, and placed in the Elven Gardens District. Does it fit like all the other statues found in the game world do? Nope. Not because of how you sculpted it, but because the character it's based on doesn't fit into the world either. Hentai bodies, and clothes comprised of less than 10 threads, just don't belong in the lore of the Elder Scrolls.
The proportions of the sculpture are bang on though, and clearly show a lot of talent. Put that next to the WoW sculptures for example and it'd look right at home.

Thats why the title clearly said "using mods". Oblivion is all about customization. Frankly if I were to sculpt vanilla oblivion statues I would grow bored quick.
