I was thinking that the Master could actually be a coincidential and psionic events planned out by extraterestrials and they know the future. Maybe Richard Moreaus father was not intially from Vault 8 but maybe he took part in trying to destroy the virus at West Tek (the glow), just before the Great War occured. He had gone missing and was abducted by aliens and taken into the swamps of Louisania into an Underground spherical shaped city, that has its own fusion powered sun in the middle and has its own gravity. There he was taught the knowledge of the Enclave and the rest of the World to the Outer Limits. After 7 years he returned back to the Wasteland to bring back peace to the wasteland and give birth to the savior Richard Grey or the Master. He is accepted into Vault 8 (also later known as Vault City) and he has a son. 2 years afterwards he is banished from the Vault 8 for unknown and unexplained supsiocons and crimes. He is believed to either have died in the Wasteland or abducted again by the aliens. Then a new fresh satisfying Fallout universe is born.
