As much as I love Morrowind, and its strangely alien charm, I believe what turned it into the epic saga it has become is the CS, and the ease with which it can be modded. Despite it's cranky render engine, curious scripting issues, and performance problems (even on recent hardware); almost anyone can pick up the tools to create new things. It's a nice canvas already, but it practically begs you to mess with it anyway. It's almost trivial to bring in new objects, and with just a bit of effort, scripting isn't too difficult. Unlike Oblivion (for me anyway), the CS didn't get in the way when you think "Hmm, I wonder if I could change that..."
I'm hoping that TES V will bring that back. I know, it will have Havok style physics and voice acting, but I'd like to see a return to the extreme malleability that Morrowind offers. It would be nice to have a fresh, fancy new engine to build on...
