I pulled it out when I fast traveled to the dam, after heading from the Sink, before the quest, to protect the prez's ass ( which I gladly failed so I could loot his corspe if I could certainly contain the currounding areas )

The President wasnt even there yet! WHY DONT PEOPLE UNDERSTAND THE PRESIDENT WASNT THERE YET. And I didnt realize the president lived in the Hoover Dam o.O

it doesn't matter you can't pull a gun when you have that quest at the Dam, you have to talk to the ranger first. After you talk to the ranger you have to protect the president.
