Raynor says something to the bodyguard, in which the bodyguard takes a piece of paper and hands it to Raynor.
Raynor then carefully inspects it, and says:

''Back in California, few years back actually, we kept getting hit by someone armed with energy weapons. Since then we have been rigging our caravans with explosives, but some of the attacks continued, and we havent been able to continue to supply our contacts. As by who we were suppling, that is confidential and is not call to tell to others.''

" I can tell you now The California attacks were done by the California BOS although an agreement with them to stop although I'm not sure about your recent attacks however, espically if there happening out here."

*Returning to the matter at hand, Sutler cleared his throat; finally ready to make peace with his past.

"First," he said he calmy. "I require the release of any surviving Enclave prisoners or war for their repatriation to the United States Government. Secondly, the location and free passage to the site of where-ever the remains of my fallen compatriots of Navarro were disposed, buried in a mass grave I don't care - it's time to bring these people home. Thirdly, the return of Navarro to the United States Government."


I can agree to one and two, although I should point out there is only a couple of Prisoners left, most have either sevred their time and left, joined the NCR or have died of natural causes. You can have those left in Jail the rest however are out of our hands."

"As for the third demand, Navarro was stripped of any and all tech after the battle for it, shortly afterwards an memorial site set up in the remains of the base with a graveyard for all know enclave personiel beside it.... I guess you can have it but it's no longer a base."

"Ah good to see the NCR have finally decided to show their faces. Now we can finally get to work on the NCR War Crime Case. Ahem, Ambassador you know doubt know about the atrocities committed at Bitter Springs. For too long my people have waited for justice to be brought onto those responsible. Our demands are simple, you allow us to bring the people written on this list to New Vegas, where they will be put on trial for war crimes committed during the Second Mojave War. I realize the Khans and NCR have had bad blood for a long time now, but if you are willing to play ball with this simple demand then I believe we can start to bury the hatchet."

* James greeted the FoA representative with a smile, and listened as she negotiated deals with the Chairmen. His face became somber as the topic changed to dealings with the Legion. He sat up in his seat, resting his head on his fists and furrowing his brow.

"No disguises. If any Legionnaire is coming into Freeside, I want everyone to know who they are. I want them wearing the bull on their chests, checked for weapons at the door, and escorted by KINGS at all times during their time in Freeside."

*James turned his attention to the Chairman.

"Mr. Rallo, talkin about expansion, how about instead of going though all the trouble of renovating some broken down building, I offer you the Wrangler?"

"As you can plainly see the only names on that list are the First Recon who were involved, the commander who ordered the attack. As for our raids, yes, those did happen but that was a long time ago. The people involved are either dead or about to die, Bittersprings on the other hand is still a recent stain on the otherwise admirable NCR history. While we as a people have been trying to forget while building our Empire in Wyoming, we cannot let this go until either all or one of these soldiers is forced to face responsibility for their actions."

Which locals? The Kings? I could care less what they say or do and they certainly don't speak for all of Freeside. Besides, the Omerta's won't actively oppose them if they let us be. I'm just not going to appease a bunch of teenagers in leather jackets with tribute money. They have a problem with that? They can take it up with the Courier or the barrels of my boys guns.

Also, we'd welcome the Followers of the Apocolypse assistance in our meds shortage, even though your stretched thin, even the smallest bit of help could really relieve Mitchell."

Hmmm... never thought I'd find myself agreeing with the Bear. As a former Frumentarius, I know what the Bull does, I know their strategy of sending disguised men -- spies, assassins, and saboteurs all in one -- into unconquered areas. Their job is to set up for the Bull's invasion, their absorbing of that area, so if this Freeside wants to stay independent of the Bull and its eye... don't willingly let frumentarii walk in through your front door.

We'd be willing to trade for Stimpaks and Fixer, but Psycho, Turbo, and all that other garbage is prohibited, yeah?"
