Does it address the NPC frame rate issues that people are having?

From Steam:

Today's update, which will apply automatically when you launch the game, is said to fix "quest and scripting issues."

Has there been any information released as to which specific "quest and scripting issues" it addresses?

version no.??????

These guys are the WORST with patch information. "We fixed something that had to do with scripts and quests." LOL...who said that? Am I to beleive that there are a bunch of monkeys shoving code around to see what it does? I lack any proof that anyone even knows what plagues this game with it's current issues. Extended beta testing I suppose. Is there a release notes I am missing somewhere? They must have a real Agile process going there.

I like the way Valve's TF2 does changelogs. They let you know each and every change to the game, even technical info; categorized by section.

This was a poorly titled thread. "New Patch?" It's the only patch PC has had so far; got my hopes up for a moment that a newer patch was released.

Man I know I'm the bazillionth (sure it's a word hehe) player to post this, but are we the beta testers? If so I want my money back. If I paid full price for a new car, I don't want to hear that it has performance issues which will be repaired at some indefinite future point. They haven't even addressed the specific problems as if they realize they are occurring. The NPC framerate issue is killing me. Just like everybody else who is experiencing this I have a pretty good system, and without a patch update I can't really play when it comes to using the V.A.T.S. let alone even fight with my awe inspiring 2 seconds per frame. I tried the .dll fix. I tried changing the settings. I guess this is just grumpy whining as many other people are experiencing this too, (many much more experienced at pc gaming than my noobish self) but I expect as a consumer, that if the product has obvious faults that the developer fix them immediately, and if that is impossible or impending then tell the consumer what to expect for what problem and when. I started playing pc games to make use of the superior capabilities of the pc machines over consoles, but the point seems kinda moot now. (although I guess perhaps the consoles are having issues also?) Again I'm kinda dumb and noobish when it comes to this stuff, so forgive me, but I just played through crysis on close to maximum settings with a high framerate (fluid movement, no frame skipping, gorgeous game) and I can't even run this game with a tolerable framerate (even enough to aim a gun) on moderate settings. I highly doubt it's my setup, and if so, why is crysis running near perfectly while this game (which I thought shouldn't be as demanding) running so crappily? Yeah I know useless rant. Makes me feel better. DEVELOPERS GET ON THIS PLEASE! I really doubt I will ever preorder a game from them again. Arrrgh.
