Or he looted a few containers and that's what they found... since the loot system is more than likely randomized.... meaning you could find anything in even a place that's been closed for 200 years. That, or the devs loaded the character up with a few weapons before doing the gameplay.

Im also inclined to think in the FO universe that worrying about greenhouse gase issues and global warming and spacejunk didnt really matter too much. They would of just launched up a satellite and either had a device on it that could destroy other satellites or if they lose contact with one, blames the Chinese (and the Chinese blame the Americans) .
Fallout universe is really accentuating some of the perceptions people have about Americans. That they love to get the best and latest thing (that the next door neighbour will get a Mr Handy because his neighbour just got one). That they want bigger cars, that they want bigger and more powerful personal weaponary and that they spend a lot of money on their military (which can be viewed in how much of the budget went on the development of Power armor). Not saying thats a bad thing, but Fallout is all about taking a set of ideas and really pushing them for all their worth.
I just hope they fixed the animation issues with the Pipboy and armor.

I actually think that the weapons we see at this stage are purely for demonstration purposes, as this is the only time we're shown the Pip-Boy in action (other than the MS showcase).
the only thing I did not like this new pipboy is not showing on the display all tabs at once.
Why change something so basic?
Personally, I'm really glad they split off the Radio and Map into their own separate tabs. Scrolling straight to them will be a lot more convenient than mousing over to the Data tab, and then picking them out from the sub-tabs.
