When Caps Lock is "always walk", Shift makes you run when Caps Lock is on and makes you walk when Caps Lock is off. When Caps Lock is "always run", Shift makes you walk when Caps Lock is on and makes you run when Caps Lock is off.
I like playing weak, sneaky characters whose survival depends on sudden, quick getaways when their cover is blown. I like to know that when I come up out of a stealthy crouch, that I will take off running when I hit the Shift key. It is frustrating and confusing for me, and sometimes fatal for my character, when I hit the Shift key and find myself strolling slowly along as though nothing is the matter.
When I open up an inventory screen (or any other screen that pauses the game, I think) and press Caps Lock, and then exit the inventory screen, Caps Lock switches either to "always run" or to "always walk", whichever is the opposite of what it was before I opened my inventory screen. I cannot think of a good reason for Caps Lock to behave this way, and I have wondered if it is just some quirk of Gamebryo as the OP seems to suggest.
What? That has never happened to me in any Bethesda game. If I hit Caps Lock in a menu screen, it never changes my walk/run toggle once I exit that screen. It honestly makes it inconsistent, since at least the other way around I'd know if I'm going to run or walk based on if Caps is on.
Lol, Let's get rid of this bug it's being around for far too long! Although I do miss the days of falling out of dungeons.
But do you really? I get legitimately terrified whenever I somehow find myself in the infinite void of gamespace, or if I somehow get to the ends of the skybox. That's the kind of thing I go through in nightmares, I don't need it to happen in my video games!
I can always change my walk/run toggle just by hitting Caps Lock while in a menu screen in Skyrim and in Fallout 3. I am almost positive I can do the same in Oblivion. I don't recall if I can do it in Morrowind.
I make it happen by switching Caps Lock from off to on, or from on to off, while in a menu screen, and then exiting the menu without switching Caps Lock back again. If I exit the menu with my Caps Lock at the same on/off setting as it had before I opened the menu, then I am pretty sure that my walk/run does not change.
I don't remember seeing anyone but me complain about the walk/run toggle before.
There was a mod for this in Skyrim called Real Shelter.
It fixed the whole weather clipping thing.
Rain, snow, whatever no longer magically passed through overhangs, and such.

That doesn't mean that it's not a bug that HAS to be fixed...
I don't know. What are your thoughts on the way buildings work now with no loading where you just walk into a building with zero transition?
If it's raining outside when you do this, and it's still raining on the inside when you walk into a building, would that be a feature, or a bug?
It is not a bug dear, It's supposed to do that.
I don't get that option on the playstation though.
As mentioned above, a simple press of the CAP LOCK key will fix the OPs "bug". Being ignorant of a games controls is not a crime, but considering it a "bug" for nearly 2 decades is something....
I'm willing to bet that piles of goo and ash will still be permanent and refuse to clean away like normal corpses.
Only recurring bug I want in these games is meat man.
And here I thought this was to be about the one TRUE bug in Fallout. The RADROACH.....

Edit: Although one thing not so clear from that page is that if auto run is on then holding L SHIFT makes you walk. If auto run is off then holding L SHIFT makes you run.
No i mean in skyrim for example, if you hold down shift you will walk instead of run when you move. but sometimes even without pressing caps lock, it will invert to you always walking, but then you will run when holding down shift. and i know it's in fact not supposed to do that.
I hope this is a joke because it's pretty hard to get by a text.
No loading screens for interiors are a plus, especially for quests where you need to talk to people and always fast travel.
I don't think it's hard not to make it rain in buildings. Not even Minecraft had that mistake.

Actually there is a bug with Run/Walk. The OP just didn't quite explain it right.
I remap the auto key to Num pad / to avoid hitting it during play. I toggle it so I'm walking if I don't hit Shift and I have to hit Shift to Run. However quite often it automatically switches the Auto Run state on it's own, back to it's default state (Running if I don't hit shift, and walking if I do). In Skyrim it happens quite frequently on load screens, loading a new game (doesn't save the autorun state), and occasionally on kill moves. FO3 is similar but also occasionally in VATS.
This is actually an extremely annoying bug, particularly if it occurs in the middle of combat, when I suddenly am walking when I want to be running.
This Shift/Caps lock Run/Walk thing has happened to me from time to time. Occasionally my character would start walking instead of running, and changing Caps Lock would fix it.
Glad to know it isn't just my imagination...
