Now I'm confused. He was saying not a fighter ... I would think he meant to include warriors in that. Hope he clarifies.

I'm game - tell me what else he/she could be? What other category do you have in a comparatively primitive civilised Empire that uses hand-to-hand fighting techniques as standard and the backbone of their armies?

Champion can mean many different things. It can certainly mean a fighter, or someone who bests another physically. "Champion of the Arena" "World heavyweight Champion". But it can also mean someone who stands up for something in a non-martial way. I.E. A champion for equality.
Mother Teresa was called http://www.associatedcontent.com/article/23659/mother_teresa_champion_of_the_poor.html I don't think anyone would say she was a martial combatant.
Ergo, it is concievable that a diplomat who made trade agreements to bring Cyrodil out of a recession or famine could be considered a "Champion of Cyrodil" for his actions. That is just an example, but I hope it illustrates the fact that "Champion" does not implicitly mean "martial combatant".

Fighter would refer to anyone that engages in combat. Warrior would probably refer to someone that engages in combat using heavy armour, swords, shields, maces and the like. At least, that is what I think.

The Champions are probably very key, public, figures who saved the Empire.

Obliviously in Oblivion we have the newest Champion. Arena is another Obvious one because he saved the Emperor. Most likely the heroes of Daggerfall, Battlespire and Morrowind would not become heroes because they did not directly save the Empire.

The way the Champion title sounds to me, it seems that even having 2 Champions in 1 era could be quite a feat.

Harlequin - I appreciate your point and it is clearly fairly and genuinely offered. There is a member of the nine Divines who is revered for her healing and succouring of the needy - but somehow I don't see that the Empire has got to the stage where it is going to make the Minister for Hospitals (oops- no hospitals in Cyrodiil?) Wheat Tycoon or the leader of the Salvation Army (no Salvation Army either) whatever, a Champion of Cyrodiil. And it would appear even less likely in the past. Modern day Western Civ is very different. I typed 'Black' at the end of my post because I suspected that someone would post 'White' in response and with certain people that just about sums their contributions up - really they are just spamming and 'avvin a larf.

The Nerevarine was a foreigner remember. Nobody knows the true origins of his birth and upbringing so he could have come from anywhere. Isn't it the same for every PC? I thought a PC with no background but what the player chooses at the beginning of the game was a Beth staple.
