The Pause Menus and Local Map are glitching.

Greetings.

What's the problem?

The problem is as follows: When I press 'Esc' to enter the 'Pause Screen' of Elder Scrolls: Skyrim, the background of the 'Pause Menu' flickers like crazy. Sometimes it will even flicker a different color (Yellow). This also happens when I enter the 'Local Map'. With the 'Local Map' it will sometimes exit the main map and just show me the floor I am standing on, but I can still see the 'Local Map' and I can still interact with it. This is truly bizarre because I have never seen something like this before in all of my gaming history.

When did this start happening?

The problem began to happen when I first install Elder Scrolls: Skyrim onto my PC on 21/09/2013 (Saturday). I had it installed previously but had to uninstall it completely because my old graphics card could not handle the game. Now I have my new graphics card (ATI Radeon HD 4600 Series). This seems to handle the game really well. It sets the game to 'High' graphics by default but still, I reduced this to medium just to be safe and not apply to much stress to my computer.

Do you have any evidence?

Unfortunately no. I attempted to take a 'Screenshot' of the problem using 'F12' but the flickering was too fast and could not be seen, also there was no color in the flickering at this particular time. I can however, make a video of the problem using 'Fraps' if necessary.

Any additional information?

Did you manually delete the INIs in the Documents\My Games\Skyrim directory after installing a new graphics card. This may not be deleted during a standard uninstall of Skyrim.

It could be a driver issue with the Radeon HD 4600 series. Did you download the latest driver [legacy] (Catalyst 13.1, I believe)?

I did not manually delete the INIs upon the installation of the new card. I shall do this now and re-run the game and see if it has made a difference. Yes that is also correct I downloaded the Catalyst 1.3.1 driver.

have you done any adjustments to your graphic control panel properties, that can cause this ???

have you installed the unofficial patch as well, and do you play with mods ???

At the moment I am re-installing the game now that I have the new graphics card. Before when it was installed it was installed with the old graphics card. I only use the default when setting the graphics too. Such as 'Low' 'Medium' 'High' or 'Ultra' all the other options I change using the in-game options. I will let you know how the game is doing after it has re-installed.

[EDIT] I do not play with mods. I have to installed any unofficial patch either. I have installed the game and played, no other software has been added.

uninstall your old graphic drivers (do a clean install).

Use Ccleaner (http://www.filehippo.com/download_ccleaner) to fix your registry from any leftovers.

install your new drivers.

install the unofficial patch. (http://afkmods.iguanadons.net/index.php?/files/file/659-unofficial-skyrim-patch/)

Unfortunately this did not work. The game still seems to go crazy when I go into the 'Pause Menu'.
