I want to agree with your statement, as Mr. House surely will not give them access to a pre-war facility as important as repconn. Again, Mr. House is being gracious enough for Novac-Nipton to choose who bases next to their settlement. If Novac chooses the Brotherhood, so be it. We will be keeping an eye on whoever takes the facility.

The Brotherhood is under review of that area. As part of an agreement, that is hoped to be confirmed by Mr. House, we will take control over the Repconn Test Site and Ranger Station Charlie, along with being NoVac's militia for the time being, in return we receive supplies, recruits, weapons and technology for our archives.
This is after all, their ultimate plan. If they are allowed to take control of REPCONN, they would essentially absorb the town of Novac into themselves, thus solidifying a base of power.
They may become more difficult to dislodge later on if their intentions become more hostile.

Now Primm is willing to give full support and aid to the enclave .Considering they give The Nipton/Primm/Novac alliance future support .
As the alliance with House which was agreed upon in the Tops Convention still stands, we will largely take our direction from House regarding military matters.
Should any of the towns call for aid though, I assume House would deploy his military assets (autonomous Remnants included) with efficiency.
