I and the rest of the Nightkin of the State of Utobitha would like to thank the towns of Primm and Novac for their aid over the last few months, my home has certainly come a long way to actually being a home.

One matter that still hasn't been addressed is one of the most important ones concerning my home, a wall. A wall surrounding the top of Black Mountain is necessary to not only keep unwelcome trespassers out of the State of Utobitha, but also to keep my more unstable brethren from wandering too far. For this endeavor we will need, as I mentioned during the Tops Convention, temporary access to Quarry Junction.

I personally, If I may be so bold, would advise Mr. House to take a more assertive step in regards to access to the facility.



This is after all, their ultimate plan. If they are allowed to take control of REPCONN, they would essentially absorb the town of Novac into themselves, thus solidifying a base of power.

They may become more difficult to dislodge later on if their intentions become more hostile.

Do you really want to be aborbed by the Brotherhood of Steel? The Remnants wish to conduct a small research expedition to the facility, nothing more. Our purposes are far from the acquisition of power.



As the alliance with House which was agreed upon in the Tops Convention still stands, we will largely take our direction from House regarding military matters.

Should any of the towns call for aid though, I assume House would deploy his military assets (autonomous Remnants included) with efficiency.

As you know of the possible war between house and ncr. The state of Utobitha would only benefit from an alliance with primm/novac/nipton. We would aid you as best as we can and in return with any future conflict Utobitha would give support to Nipton/Primm/Novac. Thereby establishing an official alliance between Utobitha and our alliance.

We would condemn letting the brotherhood of steel occupy the repconn facility. It would only lead to the Brotherhoods annexation of Novac.

As for you, Ambassador, the Brotherhood is under a new elder, a more sensible and reliable if I might add. He is far more compassionate towards wastelanders than McNamara and his group. We have realized our faults in us and our Codex. I for one an impressed in Mr. House's accomplishments over the few months. Our knowledge of the Pre-War world is only matched with yours, our study of it and preserving of it is more than your group will ever do.

*Looks at Sherif Meyers.*

If Primm wants protection, they will have it under Brotherhood/House control. Our soldiers are experts in combat and weapon knowledge. Our ancestors made up the army long ago in retreat from the pre war government's sinister plans back at the Mariposa Base. Our compassion is greater than the Enclaves and we assure trade will prosper under Brotherhood protection of not only Primm itself, but all major roads leading from Primm to NoVac to New Vegas.

As you know the Brotherhood has a history of aggression and would most likely consume Novac and thereby taking it out of the alliance.

Forgive me Ambassdor if I remain completely unconvinced of your intentions.

Furthermore, your "brotherhood" has done little to preserve technology thus far, unless you refer to losing it in a conventional war to the NCR or letting it rot in your stagnant bunkers until they are vaporized by a self-destruct sequence as form of preservation.

I have been a part of an organization which constructed its own post-war technology in quantities that would dwarf the Brotherhood's "accomplishments". We aren't mere scavengers.

Consider it done. Remember, House will only give you TEMPORARY access. I don't want to see you there again unless in the future we decide that it's appropriate to take their resources.




I assure you that Mr. House will NEVER establish an alliance EVER with the brotherhood of steel REGARDLESS of their elder. I'm going to leave it at that, and I highly recommend Novac-Nipton accommodate the Enclave if they want to have Mr. House in their favor.

With that being said, if the Enclave does join the Primm/Novac-Nipton alliance, Mr. House will follow, and they will not regret having him on their side.

Have I not stated a new Elder is in charge here. This crippling and loss have changed our hearts and minds, so to speak. I am offering this from the Elder himself. May I remind you that we received no support against the NCR?

I can't change the man's mind. He is the leader, I am only his ambassador. As much as I pity and have sympathy for your people after their devastating loss, regardless of a new elder, House will not want to establish an alliance. As long as the Enclave is loyal to Mr. House, he will stay loyal to them, and it's an alliance no one wants to risk.

I see you have all made up your minds. Seems quite unfortunate, what a power we could have become. As for us we shall try and reestablish connection with our brothers east. It is hopeful they will understand the loss and compassion we offer. Our past Elders have dug us a pretty deep hole, we will get out of it though.

We would like a response from The Utobithan Diplomat to give its thoughts on its inclusion into the Novac/Primm/Nipton alliance.

We offer the brotherhood a place inside primm. Though not as a member but as its military force.

Yeah I might have to sit this one out to because I'm a bit worn out since the Nellis convention haha. I think these should be stretched out by a month or so. Fota is open.

What will we do about the missing factions?

I think we should try to start this up tomorrow when more members are online to try to fill up the empty slots and really get this thing rolling

I would like to propose a motion to rename the novac/Primm/Nipton alliance the Mojave alliance.

OOC: I can find people to fill the missing slots. Relax. By all means, keep elongating the thread. FOTA and CC are not crucial right now.

To the brotherhood ambassador, we will permit you to be able to stay in Ranger Station Charlie, if this helps avoid future retaliation, but we will keep an eye on you. As for repconn, we are all doubtful that House will even let you within a mile of the facility.

Primm is attempting to establish the divided lesser powers of the Mojave Into a common federation .For mutual protection and diplomatic pull for each lesser state.

I would like to hear thoughts on the possibility of the brotherhood intergrating its military into primm.

Mr. House certainly will not allow it. Allowing them access to the former ranger station is a risky enough move on his part that anything further will easily be denied.

It would not be a merger. They would be under the command of primm. I return they are subjects of the alliance and will be provided as such
