It's not much better IMO, enjoying game so far but Bethesda has always been awful @ combat. Luckily that's not the main focus of their games. >_<
Fallout's FPS aspect really suffers from the awkward/unrealistic movement of the PC and human NPCs, moving sideways and backwards as quickly as they move forward being the main problem.
I agree, I was trying to pop a Powder Ganger in Primm from a pretty good distance (VATS highest % was 8) and the guy was doing these lightning quick hops left and right while shoot and reloading. It was annoying to say the least.
I've noticed that some of the handguns work much better in close if you shoot from the "hip." I was getting a lot of misses ir glances when the baddie was whacking me in the head with a bat looking down the sights. I stop looking down the sights and then all seem to hit when really close.
