They could, I'll see about. I can tell you that although the NCR has airforce doesn't mean their fly up to the Legion and just drop bombs on them, most of the planes will probably have troops on them.

p.s also for characters that were in the game like Hsu, Moore, Lanius and others any one of us can control them for our purposes just let me know.

A bit ubering? So having an airforce that can drop bombs over my faction and cannot be destroyed isn't uber? Uh, thats what's uber. Oh and how does the Boomer's have more than one plane? There is only one plane in the mohave desert, which is taken from lake mead. All others aren't there...

Go to camp McCarran and behind the main building are a number of planes.

They could use fat mans and missile launchers but if they anti-airplane cannons where would they get them?

Missle launchers and fat mans can't shoot a high flying plane down. An AA can be constructed by like, pre war schematics. hell, we can find a schematic at the base the legion will assault or maybe make an even larger turret like those is the BoS bunker?
