Well, all sorts of thing. You might hire out (discreetly and making sure it never came back to you) to some bandits or brigands to have them do nefarious things, or call in an Agent or Commandant to mess with a region. Say your Anvil's Shadow Lord.
Your objective is to get Anvil's Unrest to hit 100, right? So you find ways to make chaos. Example: An emissary from the Shivering Isles has come to discuss the boy-cott with the Countess of Anvil. He allegedly, according to some rumors (as it is very secretive) has a way to convince them to buy goods from Anvil. Making the meeting go awry may be worth about 5 points.
If you can, say, try to blame things on the Mages/Fighters Guild (pull off heists and try to make it look like they did it) that would also create Unrest.
There are also many guilds not present in the game that you may be able to use/manipulate/pit against one another, as you can do with the Mages and Fighters.
You can also arrange for dignitaries to be assassinated. Perhaps the local sheriff of a town outside Anvil is well known as an upholder of justice (remember, you're also responsible for the region around and in this game it's the size of a real country). So, you have him whacked. Maybe buy a player agent, maybe you arrange for some bandits to hit him, who knows?
Also: You can approach me with your own ideas. You'll have access to large sums of money and the Eyes & Ears of The Dissenters.
