It's fixed, there are several threads with data but in a nut shell you need to add about 28% on to any fail rate and you will get a more accurate %.
No idea why they fix it like that but it could be they are not great at programming this into the game, I mean XCOM EU devs actually considered it to be a 'fun' feature of their game and refused to acknowledge the problem or fix it, go figure!?
