Are the Royal Guard at Mournhold (TES III: Tribunal) a unit put in place by the Empire?

I ask this as everything about them seems to me to shout Empire. Morrowind was a puppet state of the Empire at that time so I'm sure they would be suspicious of Dunmer having too much self-control and would want the Imperial Guard's presence felt. The captain of the Royal Guard is an Imperial Guard (Tienius Delitian) which surely make him on the pay role of the Emperor.
The Royal Guard armor looks very much like an Imperial armor. Especially on the legs and sholders. Compared to the traditional Dunmer style seen on the High Ordinator and Ordinators who are the guards of two of the Tribunal (Vivek & Almelexia - two of the last Chimer). There is feeling of disapproval for the Royal Guard from Almalexia who see her own guards the High Ordinators as the true guards of Mournhold. She refers to the Royal Guards as the young king's hand picked thugs.
Although the Royal Guards are sworn to serve King Helseth it would seem that they are also tied in with the Imperial Guard. They use Adamantium weapons which again is a material we first seen in an armor worn by an Imperial Guard (Apelles Matius).
King Helseth's mother (Barenziah) was once the lover of Tiber septim who became pregnant with his child. Tiber had the baby aborted as he didn't want to his legitimate child's right to succession endangered. Considering this then perhaps there was deal made were her new son will have the support to be (puppet) king of Morrowind instead?
are the King and his Royal Guards a symbol of Imperial Morrowind and the Tribunal & their Ordinators a symbol of real Dunmer (& Chimer roots) Morrowind? Much like we see General Tullius and his guard as the protector for the (puppet) Queen of Skyrim. Whereas Ulfric and his men see themselves as the true sons of Skyrim.
