Something I've never understood about TES universe was the lack of assimilation in the provinces. Regardless in the manner in which they came to be part of the Empire, the fact remains that that have been such a part of the Empire for 1,000 years. Europe is an excellent example of my point. In 400 years the Nobles have warred against each other, invaded, conquered, pillaged, [censored], and annexed multitudes of states, to forming national identities with those who conquered their land so long ago and now fericly identify themselves as French, German, Belgium, etc. It only takes a few generations for people to identify themselves, so why has Beth not made this the case in TES? Provinces act like provinces instead of states of the country called Empire, and many see themselves as Nord/Imperial/Beauregard/etc instead of "Imperial" for lack of a better term to associate with Empire.
