In central north skyrim south of the marsh there is a settlement named Marthal which holds a 3 headed snake shield crest making it 1 of the 9 locations with crests

What faction do you think rules this settlement ... ?

Perhaps it is the location of the colledge of whispers or synod rival to the winterhold mage guild in where they support necromancy or empire !

Perhaps the settlement is recently founded by the sudden rise in power to argonians in morrowind in where dunmer are captured enslaved and returned to morrowind !

Perhaps horme settled there after the rebuilding of whitrun !

Dunmer slaves? Are you Crazy? They would make the worst slaves imaginable. Unless you could force compliance somehow and have them work in high heat environments. They are kind of willful and arrogant. That equals bad slave. :confused: :facepalm:
