Long Answer: Yes.
Ask any developer what they wanted with their project, and 99999 out of 100000 they'll say "Time". No matter what you do in a given time frame, you could have always "Done more" with more time. This goes back to one of my personal beliefs that "Perfection is a moving target". What is perfect one day, isn't another. The Modding community is a great example of this. How many "Mods" are ever truly complete? Many are ongoing projects that span literally years, the difference is that they can push out an extremely (And sometimes catastrophically unstable) sketchy product and slowly refine it over time. Consider that a modding community doesn't have to prototype technology on the same scale as most developer's studios and you really can't fault them.
