Is the Silver Shroud quest glitched? : Fallout 4

At the end the guy says hes gonna work on upgrades for the outfit but every time i check he says no upgrades yet. Is it glitched or was the content cut

Dunno, I must admit I just stored it in my trunk the minute I had finished the quest and dressed up again in my legendaries.

Upgrade at lvls 25, 35, and 45..visit goodneighbor at them lvls..

Im lvl 88 and he still doesn't upgrade

It's definitely glitched for me, but not at that part. I can't even talk to Hancock as Shroud when it tells me to. He just keeps telling me to deal with Bobbi, who I already have. On XB1 too so can't use console commands

I heard someone say if you miss out then you're screwed possibly a bug...FWIW if you're lvl 88, a fully upgraded Silver Shroud isn't that great..

I see...

I remember getting a notice to tune into the radio station at least one of the times..

I got the first upgrade at 25..got the second at 40..and the third at around 48...I think you need to get them before the next upgrade is available...

Don't help you much tho if you're lvl 88..

Not true. I didn't go get my first upgrade until 37. No problemo. Went for the final at 46. Now it is 87/87 ?? I believe. You have to go to Good Neighbor and tune your radio to Kent's station and he will invite you to come for the upgrade.

This is how it worked for me on Xbox One.

It is useful. Combat Armor is only a little better. Put on a Ballistic weave hat with 110 damage resistance and now you've got something.
