Tiber Septim was a great Military General and Leader but you can't compare the intelligence of the mortal Septim to people like Fyr or Vivec. If you count Tiber Septim as Talos, however....

He was more than just a great military leader. But he did become a god. That has to count for something imo.
Not counting aedra and deardra I believe you would have Kragenac and then 4 of his fellow dwemer, the race were supposed to be unimaginbly intelligent.
Counting the aedra and deadra I have no idea, but I believe Azura would be on the list along with Hermeous Mora.
Naw Mannimarco has to come first. He walked away from that fight somewhat alive. Galerion just died.

Galerion never had a chance to be a god. He missed that whole "resurfacing of the Totem of Tiber Septim" thing by quite a bit.

He did find a way to make magic easier to use for everybody out there. Which is something the Psijic order never did, then again they were never interested either.

I'm not so sure about the main characters, I've RPed some rather unintelligent ones.
Not to mention the main character in each game, save for Daggerfall and Battlespire, were made to look like gullible dopes more often than not.

Not sure about that, but damn, I do want to actually play a character who isn't a bumbling moron for once. More or less, I'd wish they kept things like strength and intelligence in game, in which if they were at a certain level they'd open up more dialog options, particularly intelligence.

No there's an in game book ill remember its title that said he literally created the Enchantment and Alchemy apparatus. I think it was Feyfolken book one.

Dyviath Fyr (he can go to other planes to!!) Thou, where he is located, even at 4000+ years might not be upto date) Sotha Sil Smart, but probaly not the smartest. Kagrenac (probaly the top person) Vivic All in-game books you read show he is one smart sob.
Kagrenac i think is the smartest. Alot of people followed his work, and it'll be sometime before anyone gets to his level.

Really, the only mages that "invented" anything were the Psijics. Everyone else after them were either categorizing them, or innovating on previous ideas. Galerion made the schools, yes, but the spells already existed.
