Exactly. The statue was created with the Katana because it's a better weapon than the Steel Claymore.
If you want to control what weapons and armor appear on that statue, you have to remove anything else from your inventory before going back to Cloud Ruler after the battle
Are you absolutely sure you didn't have a shield of some kind in your inventory? Something you had looted and not yet sold, perhaps?
It's not based on your inventory when you win the Battle of Bruma. It's set based on the inventory you have when you enter the hall at Cloud Ruler Temple afterwards to talk to Martin. At least it's supposed to be. And it will pick whatever gear it thinks is best in your inventory, not what you have equipped. But if you didn't have those things in your inventory at that point in the quest, I don't know where it got them from.
Well, usually people pick up Valdemar's Shield in Sancre Tor.
If not, t's a mystery.
Incidentally, the Escutcheon of Chorrol goes pretty well with the Dragon Armor.

But darn, I was gonna give you a link to a mod that will let you alter your statue with any attire you please. That is still odd about your situation though.
My last character who closed the Great Gate played around with the statue creation for several hours, trying various clothes, armor, jewelry, but I didn’t change weapons. She had only a Daedric bow and Elven arrows and that’s what the statue got. On the clothes part, well my character didn’t wear any during that time in her game. When the statue was created, the game equipped it with a default shirt and pants of some sort. That’s when I started experimenting with the statue. I ended up equipping some mod jewelry trinkets that fit the cuirass and greaves slots and the statue was happy with that. I would venture to guess that the shield problem is either a default slot filler or the character actually had a shield in inventory. You have to drop about everything from inventory or the game will equip it.
I still have all my old saves about the statue.
I opened up Save 4867 from the wayback time just after the Great Gate was closed and did a little experimenting on the statue without a shield.

Don’t know what happened in your game, but the shield slot doesn’t seem to be filled by default.

Yes, it seems my character is a little dyslexic (she didn’t read the game instructions) and is otherwise messed up. She’s holding the torch in the wrong hand, you see.
I always thought it was kind of freaky that the statue is actually a living copy of your character with the AI disabled.
