It's not Talos, there is already a statue of Talos in Bruma and in several other places. Talos is the old guy in robes holding a sword in front of him. It can't be Martin either, because it's there even when Martin is a simple monk and not a hero.
The name in the CS, by the way, is no clue - it's just "StatueTownBruma01".
Someone else said this, and I quote: "Maybe a propaganda statue to reaffirm faith in him, he looks far more imposing than the Talos statue in the square. Perhaps it is a Remen?"
Then it may be Tiber in his younger years when he had flowing locks and better lungs. It could also be a Pale Pass hero, or Remen himself just shouting: "Move out men! My peg-legged granny can scoot faster than you bastards; the snakes won't kill themselves you know!"
