The three Revelers won't leave Pelagia Farm.

I've run across the three Revelers randomly in my travels a few times, but I never completed their mini-quest because I never had the required item on me. I wasn't even aware of the quest (and the useful reward) until a friend brought it to my attention.

Normally this wouldn't be a problem, as I usually run into the Revelers partying at random locations to the side of the road as I travel across Skyrim. Unfortunately, for the past real-life two weeks the three Revelers have been standing around on the property of Pelgaia Farm across the road from Whiterun. They stand there day and night, never really moving, not displaying their party animations, and not responding with anything more than a generic greeting when approached. And since then I have never encountered them randomly on the road anywhere else anymore. Weeks later and they're still standing there, just idling away.

This problem has essentially blocked me from doing their little quest. Has anyone else run into this problem? Do they normally eventually idle at Pelgaia Farm once the player reaches a certain point in the game? Or are they just stuck / broken script?

I have found them several times and they've never had any dialog at all other than the generic greeting stuff. If there is a quest related to them, it's either broken for me or I'm not doing something right.

Normal Reveler behavior is when you see them standing in a circle off to the side of a road, semi-dancing while holding drinking cups in their hand. They remain in one spot until you get close to them, at which point one will approach you and initiate a conversation. After you go through the dialogue they will all walk off together down a road and only have generic greetings until you encounter them randomly again.

The problem I'm having is that they're no longer doing this. For some reason they eventually showed up at Pelagia Farm and now just stand there being relatively idle (no drinking/dancing animations), and only have generic greetings when approached. And ever since this first happened a couple of weeks ago, I haven't encountered the Revelers out in the world (randomly) again.

Last night I used pickpocketing to verify that the quest reward was still in their inventory (it is), but I would rather acquire it by doing the quest (which they don't seem to be offering any longer; seems like their script is broken or stuck).

Yeah.. I see them dancing, but they do not approach me. The first time I found them, a thief that was with them tried to rob me, but as a fellow thief, I got him to go away. Other than that, all they do is dance and none of them will talk.

Wow really? I met these guys once, had a drink with them, but never knew about any quest. I'll have to look out for them now.

I'm seriously wondering if having them all killed (which is easy to do without murdering them myself) will cause them to respawn elsewhere with their behavior functioning properly, or if these three characters are unique and dead permanently once killed. Is there an easy way of finding out whether they're a respawning NPC or not?

For the record, as a test I had these NPCs killed and then had my character sleep in his bed for almost two months. While all the mobs in the area respawned (as did a guard that died in the process), the Revelers did NOT respawn. Their corpses never vanished either. I spent several hours riding around the world triggering various world events and never saw a new set of Revelers either. So it looks like this particular group of NPCs is unique and their death is permanent.

Obviously I restored to the save I made prior to starting this test to undo all of this, but the initial problem remains: the three Revelers are stuck at Pelagia Farm and appear to be forever broken.
